In response to a phone call question from Director Norton and the post of Director Ritz... IT is in the process of setting up the k6fg(a)arrl.org<mailto:k6fg@arrl.org> email alias for Mr. Weiss. The person who would do that us still on vacation, but I have asked IT to expedite it and it has been promised by end of business today. I will add his regular email address to the ODV reflector this morning. Since he also needs the ARRL.org alias address we had been waiting to do the two together. Dear ODV and Candidates: After ballots for the current election cycles in the Southeastern and West Gulf Divisions were printed and mailing had begun, we discovered a small error in one of the dates on the informational handout included in the ballot packet. In item #5 of the bullet points, you will see that for a ballot to be valid it must be received at the accounting firm CohnReznick LLP not later than noon on November 15, 2019. This information and date is correct. In item #6, the date that ballot envelopes are held by the accounting firm is incorrectly shown. The actual item should read: 6. Ballot envelopes are held unopened at CohnReznick LLP until November 15th. In order to clarify any uncertainty with the voting members, a post card will be sent to all voting members in the two divisions where balloting is occurring explaining the date problem and reaffirming the correct date of Friday November 15, 2019. This does not represent a change in the procedures or time-frame used for years. It is simply correcting the date to show that ballots are held by CohnReznick until delivery to the ARRL for counting on the third Friday of November, which is the traditional date they are tabulated and winners determined. CohnReznick LLP will continue to hold all ballots until they are delivered on Friday November 15th, 2019, when they will be opened and counted. Dear Officers, Directors and Vice Directors, We have reached an agreement with the Orlando Amateur Radio Club to hold an ARRL National Convention at Orlando HamCation® in February 2021. This is in response to and completes the Board’s directive at Minute 37 of the January, 2019 meeting. Please do not share or announce the agreement. We will prepare a joint press release with Orlando HamCation for dissemination by early October. As defined in the Rules and Regulations Concerning ARRL Hamfests and Conventions, the program of the National Convention will be prepared for approval by the Executive Committee -- and most likely sometime in 2020. And, here's some background: The Rules and Regulations Concerning ARRL Hamfests and Conventions calls for the "program of every such (National) convention shall be subject to the approval of the Executive Committee." The agreement Bob NQ1R negotiated with Orlando HamCation is more of a framework. Not a program. The program will be developed and committed in 2020. During Dave Sumner's tenure, the Board would sometimes sanction a convention without engaging staff. Barry Shelly tried something new with the last National (2019 Dayton Hamvention), by including a provision in the Board's motion authorizing staff to negotiate the terms of a National Convention with the hosting organization. Here's the resolution from January's Board meeting: Be it resolved that on this day January 18th, 2019, the Board of Directors of the ARRL authorizes the headquarters staff to enter negotiations with the Orlando Amateur Radio Club to host the ARRL National Convention in conjunction with Orlando HamCation® in February 2021. 73, Howard -- Howard E. Dear Fellow ODV Members: I am concerned that we could have at anytime soon 370,000+ new operators with HF privileges, and we should expect many of them will want HF antennas. I checked with Dan Henderson, and the Technician Enhancement petition (RM-11828) could be voted upon almost anytime. We have approximately 25,000 ARRL members who are Technician Class licensees. It would be fair to say that a higher proportion of Technician Class holders live in HOA restricted housing than Generals and Extras. Are we ready for a new group of members who will be asking for antenna relief? The Technician Enhancement privileges could be a boost to pursuit of HOA antenna relief. Many Technicians are avidly involved with public service and emergency communications. According to Steve Ewald, WV1X, 87% of HF ARES nets take place between 3.9 and 4.0 MHZ, a segment proposed for Technician Enhancement access. Overnight, thousands of licensed Amateurs could augment the volunteer EmCOMM community on a regional and national basis. When my wife and I were searching for a suitable retirement location a few years back, I wound up reviewing the zoning ordinances of at least 100 towns (in the northeast) and counties (in the south). Most had a structure limit of 35 feet — some a little less, some a little more. Typically, there was either of two reasons for that: a. The municipality had copied its ordinance from that of some other community, without really understanding why all the limits were there. b. In a minority of municipalities, the zoning official knew that the 35-foot limit was based on what the town or county zoning office understood the limitation of commonly available fire department ladder trucks to be. But that limit is generally intended with respect to HABITABLE portions of a structure from which humans or pets might need to be extracted. Of course, those folks who wanted short or invisible antenna supports for esthetic reasons quickly hung their hats on the 35-foot limit. Luckily, there are still a few “enlightened” communities that have exempted amateur radio antennas and supports outright, or made them an easy permit-process exception to the 35-foot limit. Many of the ordinances I reviewed during my search limited the roof ridgeline to 35 feet but allowed small uninhabitable “appurtenances” (chimneys, vent pipes, OTARD dishes, etc.) a few feet above that, so 38 feet is reasonably consistent with the rules in many of those towns. And in the dark humor department: There are areas of the country where additional layers of zoning exist — the Adirondack Park of upstate NY being one. A few miles from my last QTH a local business owner had to tear down his million-dollar waterfront mansion because he failed to realize that while both the Town’s and the Adirondack Park Agency’s structural height limits were 40 feet, they were measured differently. Regulatory Information Manager ARRL, the national association for Amateur Radio (r) 860-594-0236 dhenderson(a)arrl.org<mailto:dhenderson@arrl.org> Dear ARRL Official Observers, OO Coordinators and Section Managers: As you are aware, the ARRL has spent more than two years working with the FCC developing an enhanced program to support the FCC Enforcement staff with monitoring and reporting alleged problems arising on the Amateur Radio bands. The time has come to transition from the former Official Observer (OO) program to the new Volunteer Monitor (VM) program. The OO program will officially sunset on Monday September 30, 2019. The new Volunteer Monitor program will become effective on Tuesday October 1, 2019. At its July 2018 meeting, the ARRL Board of Directors authorized the implementation of the new Volunteer Monitor Program and the retirement of the existing OO program at the appropriate time. The new MOU with the FCC establishing the VM program was signed in the spring. On May 14, 2019, a solicitation was made for applications to join the new VM program. Many of you existing OOs applied for the new program after receiving a reminder notice in early July 2019. When the July 15, 2019 application deadline had passed, VM Program Administrator Riley Hollingsworth, K4ZDH, interviewed nearly 200 hundred applicants and began the selection process for the new program. Finally, the new program is ready to start. The ARRL offers its deepest appreciation and gratitude for the dedicated work by the hundreds of OOs over the years. The cornerstone value of the OO program has always been a dedication to integrity. The good work of the Official Observers over the years was a key element in the corporative alliance between the FCC and the ARRL and led to the resolution of countless on-the-air problems. Whether sending compliance notices or "good operator" cards, you, the Official Observer, worked for the betterment of our hobby. For those of you that have offered your services in the new VM program, your continued commitment is appreciated and valued. To those who decided not to apply for the new program, it is our sincere hope that you will enjoy exploring new challenges in this wonderful hobby of Amateur Radio. To the various Section Managers - we appreciate the efforts and energy you committed to growing and supporting the OOs and OO Coordinators in your section. Your part in the maintenance of the OO program helped to guarantee its success. While the new Volunteer Monitor program will be developed and maintained at the ARRL Headquarters level, please offer support and suggestions to the VM Program Coordinator as the program develops.
