Dear Officers, Directors and Vice Directors, Here is a copy of the announcement about Mike Corey that will appear is today's ARRL News. ARRL's Emergency Preparedness Manager is stepping down. Mike Corey, KI1U, has announced that he will depart ARRL on February 15 to pursue another career opportunity. He has been part of the ARRL staff since 2010. "Mike has accomplished much during his nine years on the job, including expanding the Ham Aid program, national disaster response, working with our national partners, and, most recently, the rollout of ARES Connect," said ARRL CEO Howard Michel, WB2ITX. The Headquarters team will miss Mike's friendly personality and wishes him well in his pursuits. As Mike is an active ham, there is a good chance we will run into him on the air. As part of the overall restructuring at ARRL Headquarters, ARRL management will take the opportunity to examine the administration of the emergency preparedness program. I remind you that we have a non-disparagement clause in Mike's termination agreement. [arrl-odv:27972] Competition to Proposed ARRL Lifelong Learning Site - 47, 000 Subscribers, 31, 000 Subscribers, Etc

At the recent Quartzfest ARRL Forum, I mentioned that the Board had approved a contract to build the framework for a "Lifelong Learning" web-site that is intended to educate newcomers to Amateur Radio and eventually result in a higher percentage of newly licensed hams becoming and continuing to be ARRL members. I commented that, at present, content for the site had not been specifically identified or produced. The first audience member responded positively, stating that that was a desirable step for the League to undertake. The second respondent sarcastically asked if I was aware of a site called YouTube. The third was more specific. He introduced himself as Dave Casler, KE0OG. He has *more than **400 free ham radio videos *on his YouTube site, with *over 47,000 subscribers*. I found his site at https://www.youtube.com/user/davecasler . Casler didn't seem impressed with the creation of a new ham radio framework for a web-site with no content, and seemed somewhat miffed that no attention was paid to existing web-sites and material that appeared to match ARRL's future goals. Casler even expressed possible interest in having his material accessed through the League. He also added that K7AGE, who was also at Quartzfest, also has a web-site with videos. I found that K7AGE's site has *over 31,000 subscribers.* K7AGE's site, https://www.youtube.com/user/K7AGE?feature=mhee , then lists another 10 ham radio related web-sites. W2AEW - 101,000 subscribers Steve WG0AT - 5,000 subscribers HamRadioNow - 11,000 subscribers KN4AQ - 1,700 subscribers EEVblog - 621,000 subscribers HamRadioConcepts - 43,000 subscribers Jim W6LG - 17,000 subscribers Kevin Loughlin - 15,000 subscribers Dave Tadlock - 20,000 subscribers DX Commander - 9,000 subscribers I would have hoped that all these 12 and any other competitive resources would have been researched, their capabilities and user statistics summarized, and potential impact on the proposed new web-site made clear, before we proceeded with funding. Apparently I was the only Board member with this view. Note that there are many other non-video ham-radio related web-sites with text and charts. I still don't understand how the League expects viewers to pay for most content, given the free competition. I still remember the sample initial page shown at the Thursday night presentation where there was a box at the top labeled something like "Free Trial." Possibly someone here can explain the rationale. Even at this stage, I still think it would be valuable for the staff to put together a compilation of competitive resources, and any planned approach to their presence. 73, Dick Norton, N6AA

Director Norton made this motion as you may recall, but it was withdrawn with the CEO stating that he would like to handle this as an operational matter. Has there been any progress, discussion or planned timeline regarding the outgoing bureau fee structure and the changes proposed by Director Norton? I’m hoping that this can be implemented fairly quickly as members are asking about it. Apologies if I’ve jumped the gun. Thanks 73 Ria, N2RJ

Yesterday I testified before a committee of the NH House of Representatives. KC1AAI, an elected state rep, had submitted a copy of the ARPA bill, which the Board has voted to pause, so, with the help of N5AUS, I proposed a substitute bill - which was submitted to legislative counsel and brought to the committee. Another rep, W1CBY, co-sponsored the original bill. The NH CAI lobbyist had signed up to testify in opposition, but left before the bill was heard. Five people had signed up to speak in favor, including the NH SM, K1PJS. Only the sponsor (KC1AAI) and I testified, which went well, I thought. Frankly, I really enjoyed delivering my opening line of testimony: If you Google "HOA Horror Stories," you'll get a million hits. More like 1.2 million actually. If you Google "Ham radio in emergencies," you'll get two million hits. Radio amateurs are being prevented from being available in times of emergency. I am attaching the bill as submitted. I take full responsibility for any flaws, asking only that you understand we had to draft a bill from scratch in 48 hours. All suggestions for the next draft, to be submitted to the next legislature, welcome. Hi all: Attached is the list of Board Committees for this year. This list contains 19 committees and 127 individuals. I’m pleased to say that for the first time that I recall, all of the Board members (Vice Directors, Directors, and Officers) are all assigned to a committee. Some people are on more than one committee, but having 127 individuals assigned to committees gives you an idea of the magnitude of people involved. Now Chairs, get your teams up and running and stir some dust. Let’s get something accomplished for the betterment of the League and Amateur Radio! 73 Rick – K5UR

[arrl-odv:27971] Charging Sales Tax

Good morning - As some of you are already aware, on June 21, 2018 when the Supreme Court made their ruling in favor of South Dakota in the case of South Dakota v. Wayfair, Inc. it changed states ability to require the collection of sales tax based on an economic definition of nexus rather than just a physical presence nexus standard. As an organization that ships products to all 50 states, this ruling is significant for ARRL. While not all states have legislation on their books yet, many do and most are working towards passing such legislation. There are currently approximately 20 states that have effective dates for collection starting as of 1/1/2019 or earlier. In response to this new ruling, ARRL must now start charging sales tax on orders in these states and counties as a matter of law. As we become registered in each of these states and update our systems to handle the applicable taxes, customers will begin to see sales tax charged on their orders based on where the order is shipped. This list will continue to grow regularly until we are fully compliant with all states. We are not the only business this affects and many businesses are scrambling and struggling to comply with this new ruling. It appears, based on our research, ARRL will be ahead of the curve on charging sales tax to customers. So, if you are approached by any members that express concern or displeasure over this new requirement, please help them understand that ARRL is only doing what we are now required to do by law. Because the list of states involved is constantly changing, it would be pointless to list them here as the list wouldn't be complete. We are also aware that adapting our e-store for sales tax is not the only issue. All of our direct mail promotional order forms will also need to be altered to accommodate the new requirements and we are also working on this. The minutes will be declared as approved upon the receipt of affirmative votes of eight or more directors within three business days of the call for the vote. 5. The final minutes will be made available to members following formal approval.
