The following message is from the woman in my town that I call the anti-smart-electric-meter lady. As the message shows, her group is raising money for its quest to save us from 5G cellphone service. Remember that they have already been successful in Los Angeles by stopping installation of a first-responder network. They make noise, and our technically savvy politicians listen. I want to forward the e-mail to the League's RF Safety Committee, and have them comment on whether there is such a thing as "electrohypersensitive people," as discussed in the last reference. The ARRL's web-site does not appear to be up to date regarding the RF Safety Committee. At least putting *RF Safety Committee* into the search window brings up old membership. If this finds its way to someone who can get the question answered, please do so. [arrl-odv:29189] Two Proposed ARDC - ARRL Foundation/ARRL Programs

This is sent to both the ARRL Foundation Board and ARRL Board because I believe the information is of interest to both. As has been reported previously, ARDC, Amateur Radio Digital Communications, has significant funds to be used for Amateur Radio, and I have been working with them to hopefully have ARRL play a major role in fulfillment of their objectives that align with those of the ARRL. As has been reported recently, past ARDC president, Brian Cantor, WB6CYT, recently passed away, and Phil Karn, KA9Q, is the new president. Phil and I talked this week. We now have two proposed areas of initial interaction between ARDC and ARRL. These are preliminary concepts. They require more detailed definition and of course, acceptance by the ARRL or ARRL Foundation Board as appropriate, and also the ARDC Board before becoming final. 1) ARDC and ARRL Foundation - Enhancement of ARRL Foundation Scholarship Program. We propose that ARDC fund upgrading each of the existing ARRL Foundation scholarships to the $5,000 level. This will require interface with the sponsor of each scholarship to agree to the changes. Credit to ARDC should be given. The name of the scholarship might be changed to reflect ARDC's participation. For example, the Joe Smith Scholarship might be renamed the Joe Smith - ARDC Scholarship. Someone connected with the ARRL Foundation will have to look at the terms for each of the scholarships, and get in touch with the sponsors for approval. There has been talk in the Foundation Board about possibly getting hard to meet requirements changed. This might also present a convenient opportunity to change a geographic requirement to a geographic preference. ARDC appears to be comfortable with covering administrative costs associated with this program. The project concept is now forwarded to ARRL Foundation President, David Woolweaver, who will direct any further action. 2) ARDC and ARRL - Providing free user download copies of ARRL License Manuals We propose that ARDC cover the costs of providing the ability to download copies of the license manuals via the Internet without cost. ARDC would cover production costs plus some possible offset of lost sales revenue. In our initial discussions, the League would still be able to charge for printed copies if desired. This is expected to reduce the cost of entry in Amateur Radio. At this time, it is proposed to fund a single three-year License Manual cycle. The program might just initially a) fund the Technician class manual, or b) also the General class and possibly c) the Extra class manuals as well. Costs of providing the the three manuals should be provided. The final funding decision will be related to the costs. Again, this program requires more detailed definition, acceptance by ARRL management and/or Board, as well as final acceptance by the ARDC Board. This potential program is now forwarded to CEO Howard Michel, and Bob Inderbitzen, who has been designated to work on this type of activity. 3) ARDC is interested in funding other ham radio activity, particularly things related to education. The education can be for young people, leading to careers, or can be continuing education, advancing knowledge of technical aspects of communication. Phlil Karn and I have discussed other possibilities. We expect to continue our discussions. These potential programs obviously represent a significant amount of money, in the hundreds of thousands of dollars. Let's see how we do with these starters. I have attached FCC WT Docket 19-348 for anybody that needs it for reference. This was published on December 16th, and for us involves the impending removal of the 3.3-3.5 GHz secondary allocation for amateur use. Amateur use is really not mentioned until Paragraph 13, where it is questioned whether or not what we do can be moved to another ham band. It mentions our use of 3.40-3.41 GHz for satellite use, but that's about all they know we do up there. Several people have asked me if we can get at least some of the spectrum saved to preserve AREDN, and I don't really know if that is possible at this point. I know David is on top of this, the rest of us need to be also. By the way, according to Commissioner O-Rielly's comments in the document, it appears the auction date for this band will be in June to late 2020. Dear ODV, David Isgur, myself and several others were recently interviewed for an article in the Washington Post. It was concerning the historic Fessenden Broadcast. Here is the article. It was pretty nicely done. https://www.washingtonpost.com/history/2019/12/31/its-ritual-virginia-man-r… The idea for the live stream came from Reddit, r/amateurradio. Several on that group had asked if someone could record the broadcast. Since I have decent low band capability and could hear the broadcast I put up a live stream and recorded it. This email is in response to ODV 29210 (from Mark Tharp) and ODV 29214 (from Bud Hippisley) related to life membership. While both of those emails pertain to the payment plan on life memberships, the underlying issue has to do with the notion of life memberships in general. Below, I have provided an email I sent to ODV in September related to life membership. When it comes to many, many things, I defer to the Board. While I have been a ham for over 50 years, I am not a Director and I do not need to face an election by the membership every three years. However, when it comes to money or fiscal risk or accounting, I believe my background and experience can help inform the discussion. Let me summarize my email from three months ago. If the ARRL encourages or supports Life Memberships, we are accepting three risks. 1 – Longevity risk 2 – Investment risk 3 – Inflation risk Details for each risk are in my September email below. I have no problem whatsoever if the Board determines that it is appropriate to accept those risks. That is a prerogative of the Board. In my view, the Board must determine the proper course of action with a clear understanding of the benefits and risks of the final choice. For the fiscal future of ARRL, it must be an informed decision. K7GM Frederick (Rick) Niswander, PhD, CPA, CGMA Professor of Accounting Bate 3110 East Carolina University Greenville, NC 27858 ODV: From a fiscal perspective, I urge the Board to tread very carefully with respect to changes in the Life Membership program. My concern applies to the current LM structure, or a revised structure which would be a reduced rate, or one that is actuarially-based. When we accept a life membership, especially an actuarially-based LM, we are taking on three risks. One risk is longevity risk. In effect, we assume that we will, at worst, “break even” with life expectancy of the member. If a LM is expected, on average, to live 20 years, our risk is if he or she lives longer. If the life is shorter, we benefit. Our challenge is that WE are accepting the actuarial risk. We are then acting as a life-insurance company. That is not our business. Another risk is investment risk. With a LM, we assume that we will invest the lump sum and get returns which will pay for the costs needed to service a member AND cover inflation. We have historically done reasonably well with that, particularly in the last 10 years or so. However, it is highly likely that investment returns in the next 10-20 years will be nothing close to the returns in the last 10-20 years. So, our assumption is highly likely to be not met. I cannot emphasize enough that it is highly likely that future returns will be materially lower than past returns. The final big risk in inflation risk. It is related to investment risk and return, but it is a bit different as well. With a LM we assume inflation in our cost structure will be offset by increases in the investment of the LM lump-sum. With our current pricing structure we implicitly assume we will earn 4% a year to cover the annual cost of a membership. Then you need to add a number for inflation which has recently been running in the 2% range. So, we need to earn 6% just to tread water. Any increase in that inflation rate will be problematic unless it is accompanied by a corresponding increase in the earnings rate. That does not always happen (think the Great Recession when inflation was 4-5% and returns were big negative or the early 1980s when inflation almost hit 15% in the midst of two back-to-back recessions). Again, we are the ones that will accept that risk by accepting a life membership. These risks cannot be eliminated. They can only be mitigated. To do so, the LM price needs to be increased, probably on the order of 50%+, which likely makes it uneconomic and unappealing. The greater the increase, the more mitigation. My final point is a reiteration of Howard’s comments related to the notion that dues do not cover the cost of member services. If we take actions to increase LM’s based on dues that are arguably low to begin with, we are just compounding our problem for years and years to come.
