Okay, now I'm bored on the air -- same for a zillion other League members and hams across the world. Fair warning: I'm making a Director's motion in January to create a Centennial QSO Party Anonymous or Points Anonymous service, because lots of people now find themselves staring hopelessly at their now absolutely quiet radios. A huge THANK YOU to everyone -- ODV, staff, volunteers, members, hams -- for an absolute home run on the air this past year. Centennial celebration aside, if there is one thing that I hope everyone who participated in the QSO Party walked away with, it is that they became better and more dedicated radio operators throughout the year. That they used this year-long opportunity to learn more about themselves as an op, learned more about their gear, uncovered station and operating limitations and found ways to resolve them, and rediscovered the magic, fun (God forbid), and camaraderie that is ham radio. One very profound moment today was working a few folks in the QSO Party who I hadn't worked since back in January 1, 2014. Staring at that date in the log, and greeting those hams once again, with literally one year of time padding our last QSO was an in-your-face "this year has absolutely flown by way too fast" epiphany. I hope everyone enjoyed it as much as they could while it lasted. Happy Centennial, and Happy New Year everyone. The ARRL Foundation Board of Directors unanimously approved a new scholarship. The Lois Manley, K7LMZ, and Randall Pitchford, WW7ZZ, Scholarship will award $1,000 scholarship annually to an FCC licensed student from the ARRL Northwestern Division (with preference given first to individuals living in Oregon), and who is pursuing a degree in the Sciences, Technology, Engineering and Mathematics fields. A 60,000-piece direct mail solicitation is being sent out this week seeking contributions for the Education & Technology Fund. Earlier this year, the U.S. Government made the Individual Retirement Account (IRA) Charitable Rollover provision, for individuals over the age of 70 ½, permanent. The Development Office has been marketing this to our membership throughout the year; ARRL has more than 17,000 members over the age of 71. The Development Office will be sending a mailing to these members to encourage charitable gifts by the end of the year. Already, we have received several generous donations through this program. Members can learn more at www.arrl.org/ira-distributions. Education Services Reported Debra Johnson, K1DMJ Education Services welcomes Lisa Kustosik as part-time administrator. Lisa's knowledge of the organization and ARRL systems will be valuable as she applies her knowledge to the programs supported by the Education Services department. We have received reports from Girl Scout leaders indicating that more than 200 girls have completed the new Radio & Wireless Technology Patch Program thus far. Education & Technology Program. Dave Cripe, NM0S has redesigned the Wave Modulation instructional board incorporating some new features and has sent prototype kits to Teachers Institute instructors to assemble and test. ARISS. In preparation for the Fall proposal window we revised the ARISS proposal guide and proposal form. We opened the Fall proposal window on September 1 to solicit educational proposals from US schools for contacts to be scheduled July - Dec 2017. The proposal window closes November 1. We are offering two online Information Sessions in September. The first use of the ARISS loan ground station met with failure for the contact scheduled at Lewis & Clark National Park on September 3. The ARISS operations team hosted a follow up conference call to troubleshoot the issues for the next use. In spite of an unsuccessful direct contact on September 3, ARISS operations was able to schedule a second attempt via telebridge on the following Saturday, September 10, which was successful. The local ham team reports that overall the effort with the Park planning for the NPOTA event and ARISS contact generated some really good energy for the club as well as opened doors for future connections within the local community. In addition to the contact at Lewis & Clark National Park in early September, scheduled ARISS contacts in August and September included telebridge contacts with Scouts at Space Jam 10 in Rantoul, IL and with students at Space Camp at the US Space & Rocket Center in Huntsville, AL. Direct contacts were hosted for campers attending summer STEM camp at the Kopernik Observatory and Science Center, in Vestal, NY and with students at the Children's Museum in Indianapolis, IN and at the Lawrence Library in Lawrence, KS. Steve Ewald has been preparing for the upcoming Section Managers' Workshop, scheduled for Friday through Sunday, October 7 -9 at ARRL Headquarters. Fourteen new Section Managers have signed up to attend, and the main travel day to Connecticut is October 6. Several Headquarters staff leaders, staff members and ARRL volunteers will be assisting Steve during the event. Thank you. Leona Adams reports that Virgil Silhanek, K7VZ, of Phoenix, has been nominated to run for the office of Arizona Section Manager. The next term of office starts in April, 2017, and nominations are due at Headquarters by December 9, 2016. Lab Reported by Ed Hare, W1RFI Product Review Testing Bob Allison, WB1GCM started testing of two DMR handheld transceivers. Bob could not figure out how to program them due to the poor instructions. Martin Ewing, a lab volunteer, also tried with no luck. The handhelds are going to the reviewer who is familiar with the product. Hopefully, clearer instructions will be the result of the review. Bob moved on to testing of a portable HF CW/SSB transceiver. Testing is going well so far. Volunteers Lab volunteers continue to be of valuable help. Lori Kosior, N1SMK, is in the process of creating links from our technology pages to Product Review Videos. This covers the time period from May 2012 to present. Pete Turbide, W1PT is currently working on testing equipment that has been donated for this year's on-line auction. Pete also assisted Bob Allison with preparing past Product Review equipment for the on-line auction. Martin Ewing, AA6E, assisted Bob Allison in the lab by getting a WSPR Transmitter prototype working. This 20 meter, 10 mW transmitter was hooked up to a rooftop antenna and heard by several stations in the South. Operating Mike Gruber, W1MG, is enjoying vacation on Cape Cod. He talked with Bob Allison on 2 meters SSB, operating just south of Provincetown. Zack Lau W1VT has confirmed contacts with 44 National Parks and 44 National Parks. He has worked Sean KX9X/2 who is vacationing in Hyde Park NY. There are still three months left to participate in the ARRL National Parks on the Air operating event. Sales and Marketing Reported by Bob Inderbitzen, NQ1R Yvette Vinci reports that on Tuesday, September 20, a reminder emailing was sent to members with a summary of "What's trending" in October QST - taking advantage of some early analytics that she had pulled. The notification was sent to 121,160 members. Diane Petrilli reports that the first large membership campaign since before summer is beginning to reach mailboxes and return applications. She regularly conducts targeted membership appeals via email. Materials were assembled and shipped to support ARRL's booth at Pacificon, the ARRL Pacific Division Convention (Oct 14-16). Bob Inderbitzen worked with our affinity benefit partner, US Bank, to develop new content to promote the ARRL Visa credit card. All, I originally abstained on both issues pertaining to Director Rehman's complaints of the Elections and Ethics Committee's rulings. It was my intent to remain neutral in these matters because I am in a contested election myself. Director Rehman has stated that we have a fiduciary responsibility to governance of the ARRL as the members have entrusted to us. I now feel that my neutrality will not serve the ARRL better than an affirmed vote. I therefore would like to change my votes on BOTH matters to be recorded as NO. Hi all: Most of us have received acommunication from Doug Rehman yesterday evening making a number of allegationsabout General Counsel Imlay and the unauthorized practice of law inConnecticut. If in fact Mr. Rehman has filed a complaint with the ConnecticutBar Association or other authorities, we will await adjudication of thosebefore accepting any of Mr. Rehman's recommendations. We will continue to request, as necessary, advice and opinions of our Connecticut counsel, Day Pitney, on matters effecting Connecticut law. Doug, OMG, this is more of the same and quite frankly I am so very tired of it. The bullying, the hijacking of the business of the Board, the unsubstantiated clams, the threats, the call for an exclusionary disclosure, and on, and on. It has got to stop. Who the hell are you to tell me that I am not allowed to pass this diatribe that you call information to the complete list of non-voting stakeholders in the business of the Board. The C.E.O., the Vice-Presidents, the C.F.O., and the General Counsel (who you have clearly libeled in your haste to impugn). Yet you include the Vice-Directors who have no vote in this matter. Is it because you’re embarrassed by this hogwash that you write? If not, you should be. I have every right to share this with the entire Board family and still be well within the fiduciary responsibilities I have as a Director. So when you write “any release of this pre-adjudicated information by any of its original recipients, could subject that individual, and possibly the Board, to civil liability” I say “Bull.” Let’s look at the facts and not your alternate reality. First off, no one is contesting the fact that Chris Imlay is not licensed as an attorney in the State of Connecticut. And with good reason. He does not practice law in the State of Connecticut. He has never stepped inside a court on behalf of the ARRL, or any other client for that matter. The League has attorneys who are licensed to practice in the State of Connecticut should they be needed. Once again you make unsubstantiated claims. You claim to have contacted the Connecticut Bar Association to file a claim. Prove it. You claim that “their opinion” was that Mr. Imlay was a criminal. Prove it! You claim to have filed “complaints” with both “the appropriate licensing authorities and the appropriate prosecutors.” Prove it! You say “What follows is intended in neither a threatening manner or as legal advice.” And then you threaten us and offer legal advice couched as a ‘”layman,” advice that includes your attempt to scare the Board by claiming that any interaction between the Board, it’s members, and Mr. Imlay could lead us into civil liability, or worse, criminal charges brought against us. That’s a bunch of crap! You claim that “For the protection of the League, Mr. Imlay needs to be removed immediately from both the OD and the ODV reflectors, as well as any committee reflectors that he is subscribed to.” As a “layman” I suggest that the individual who needs to be removed is the current Director of the Southeastern Division, which would be you! It appears that from this point forward, any of us asking Mr. Imlay for legal advice may be in violation of Connecticut criminal statutes. I believe extreme caution is warranted in predicating ANY decision, in ANY matter, upon ANY legal advice heretofore given by Mr. Imlay. My layman’s understanding of the Connecticut Nonstock Corporation laws is that Directors are immune from liability for decisions predicated upon advice given by persons that are deemed to be reliable and competent in those matters. Now that we are aware that Mr. Imlay appears to be engaged in the unauthorized practice of law in Connecticut, that protection may likely no longer apply to any future acts. For the protection of the League, Mr. Imlay needs to be removed immediately from both the OD and the ODV reflectors, as well as any committee reflectors that he is subscribed to. Thanks, Tom! I was hoping someone was going to crunch the numbers. I'm happy to see that the Roanoke Division sections occupied the 5th, 6th, 7th (and 16th) spots; all at least over 21%. This will be a good motivational tool for the remaining members. If I remember right, HI had a PRB-1 state bill that made it all the way up to the governor, who vetoed it. I'm sure they are very motivated to see this bill pass! Colleagues: This body has some very important work to do, now and in the future. The matter that is before us now, has distracted from that work. Moreover, the name calling and personal jabs are not only unprofessional but do nothing to resolve the issue - but tends to put enmity between us. May we all take a step back and re-focus our efforts on resolution, rather than combat. There are those more qualified to interpret the governing bylaws and State Statutes than I. Let's let them quickly do their due diligence and report back, instead of assuming that one person or another knows the answer. "Quote words that affirm all men and women are your brothers and sisters." ― Aberjhani ; In other words, realize all 15 of us voting members of this body came here the same way; we were elected via a process.
