http://www.arrl.org/arrl-rules-regulations: Time Table for ARRL Director and Vice Director Elections Noon -- 2nd Friday of August -- Deadline to request official nominating petition forms Noon -- 3rd Friday of August -- Deadline for receipt of completed nominating petition forms by Secretary Monday after 3rd Friday of August -- The Secretary notifies each candidate of the names and callsigns of other candidates 4th Friday of August -- Deadline for Election Committee to determine eligibility and notify candidates We have passed the close of business (5PM EDT) on the Monday after the 3rd Friday of August, and I have not received said notification. It is my understanding that E&E has not finished verifying the petitions. I see nothing in the rules that predicates the notifications on E&E's findings-in fact, given that the E&E's deadline for verification is specifically listed as being this coming Friday, it is contemplated by the rules that notifications may happen before verification. I see nothing giving ANY authority to ANYONE to NOT follow the dates as set forth in the rule. It is improper for ANYONE to arbitrarily choose to violate a rule of the organization-if you don't agree with it, attempt to change it by the appropriate means (either by an EC vote or a full Board vote). September 2016 *QST's* cover story is *Amateur Radio Public Service, An inside look at the Cascadia Rising exercise*. The article is written by the Section Managers of Oregon and Western Washington. (It does not mention the NTS activity.) On page 68, under the subtitle *Lessons Learned*, is the following: Both Washington and Oregon are strong Winlink system users, but are limited by PACTOR 3 technology that is just too slow to accommodate the heavy volumes of traffic we anticipate. We are hopeful that the FCC will approve the use of PACTOR 4 soon. Plans need to be made to fund upgrades to our aging PACTOR 3 modems. ---------------- I hope that the board will also work toward the Section Manager's goal by not encumbering the present FCC proposal to eliminate symbol rate with unnecessary requests for bandwidth limits. 73, Dick Norton, N6AA

Field Organization/Public Service Team ARRL members and radio amateurs from Nevada and Northern Florida successfully completed requirements to become Official Observers this past week. The New Mexico Section Manager relayed a report of an interfering signal that has been heard there on 1296 MHz, and it's being investigated. An Oregon radio amateur reports an unidentified signal on 40 meters consisting of continuous long dashes. It, too, is being checked out. Questions handled involved proper identification, zoning regulations, operating overseas, and a pending license application. Chuck Skolaut compiled and forwarded the monthly ARRL Monitoring System/Intruder Watch report to the IARU Region 2 Monitoring Coordinator. Chuck also was at the controls for one morning's code practice run at W1AW this past week. Leona Adams received and processed two nomination petitions for incumbent Section Managers. New York City-Long Island Section Manager Jim Mezey, W2KFV, has been nominated for a new term of office, and South Carolina Section Manager Marc Tarplee, N4UFP, has been nominated for a new term of office for their respective sections. New terms for this particular Section Manager election cycle begin January 1, 2017, and nominations are due at Headquarters by September 9. The Field Organization Team is preparing to counting ballots for the Ohio and Minnesota Section Manager elections on Tuesday, August 23. Education Services Reported by Debra Johnson, K1DMJ Education & Technology Program Tommy Gober, N5DUX led the final session of the Teachers Institute at headquarters the week of July 25. Here's a recap of all three of the 2016 sessions: * We hosted 35 teachers representing 17 states. Participants teach in elementary, middle school, high school, and technical school classrooms, as well as with home school cooperatives. The overwhelming majority of teachers represented schools that are publicly funded, including one off-reservation boarding school funded by the Bureau of Indian Education. * Teacher pre- and post-workshop self-assessment surveys show very solid gains in knowledge and confidence in the topics presented. * Ratings for the quality of instruction were consistently very high. * Teachers expressed appreciation for the range of curriculum topics, with a variety of topics chosen as most informative or useful for their classroom applications. Likewise, all of the resources were appreciated, and rated as "likely" to be used in the classroom, or "will be used immediately." * Ten of the participants were licensed at the start of the TI. 70 % of respondents to the post TI evaluation expressed an interest in getting a ham radio license or upgrading their license. During the HQ session, 3 teachers passed the exam for their Technician license, and 2 upgraded their Tech to General. Other news: We initiated talks with a new kit assembler/ resource builder to supply resources needed for future sessions of the Teachers Institute. We also put out a call to several teachers who have expressed an interest in curriculum development for the Teachers Institute. In addition to the middle school electronics curriculum in development by Nathan McCray, we're looking for curriculum on radio science, at both the middle and high school levels. ARISS The US ARISS executive team met with Barbara Adde, Policy and Strategic Communication Director at NASA' s Satellite Communications and Navigation Program (SCaN) at NASA HQ in Washington on July 22. We discussed strategies for engaging students and audiences about SCaNs role in NASA's mission and increasing the overall educational impact of the program. That meeting was followed by an all-day strategic planning session for the ARISS US executive team. Joe Carcia, NJ1Q and Bob Allison, WB1GCM completed programming of the ARISS loaner ground station to be ready for deployment to Oregon for an ARISS contact planned for Lewis & Clark National Park later this summer. With editorial assistance from Steve Ford, WB8IMY, they also produced a video with instructions on assembly of the ground station equipment, that will accompany written instructions. Guidelines and transmittal documents were developed to manage custody of the equipment. Scheduled ARISS contacts in July in the US with astronaut Jeffrey Williams, KD5TVQ included a summer camp at The Science Museum of Virginia, in Richmond, VA, the ISS R&D conference in San Diego, CA, "Moon Day" at the Frontiers of Flight Museum in Dallas, TX, the United Space School in Seabrook, TS, and at the Peoria Riverfront Museum in Peoria, IL. Internationally, contacts were successfully hosted in Germany, Switzerland and at the YOTA Camp in Salzburg, Austria. Actually General Counsel Imlay's statement that “both components of our petition were necessary” is incorrect. A government-mandated bandwidth restriction is not necessary. All of mankind's problems are not best solved by government regulation. In the absence of government intervention, the imagined potential-interference issues that some of our members appear to be concerned about will be solved by the realities of radio communication and the marketplace. PACTOR IV vs PACTOR III Realistically, the only current impact of eliminating the USA's symbol-rate limitation would be to allow US amateurs to use Pactor IV protocol data-transmission. Pactor IV permits transmission of data at 2 to 3 times the rate of the presently allowed Pactor III, using the same, or even slightly less bandwidth. Pactor III does satisfy the present symbol rate limitation, where Pactor IV does not. There is no benefit to continuing the forcing of USA digital-mode amateurs to use the inefficient Pactor III mode. It takes more time to send data. Using a mode that uses less bandwidth and takes significantly less time will result in less interference, not more. Pactor IV is currently used by amateurs in essentially all other countries. Amateur Radio survives. IMAGINED WIDE-BANDWIDTH INTERFERENCE Boogeyman-scenario wide-bandwidth modes that will destroy CW communication will not be used because they simply won't work effectively. Interference from CW signals will render such systems useless. For an example of this, note that Winlink systems are currently effectively shut down on active bands during weekends with big CW contests. FCC DOESN'T LIMIT VOICE BANDWIDTH The FCC places no bandwidth restriction on HF voice communication, other than the general requirement of 97.303a. Ninety-nine plus percent of amateur SSB communication uses a minimum of bandwidth. A handful of hi-fi hams use more, and life goes on. Another handful use AM, with a similar impact on ham radio's survival. With this history, it is quite unlikely that the FCC will limit digital bandwidth. BPL HISTORY Government regulation did not prevent Broadband over Power Lines from destroying shortwave radio. BPL died because it was an inferior solution to connecting people to the web. The realities of radio communication and the marketplace killed it. Large-bandwidth HF digital systems that interfere with CW communication will not thrive either, because they are an inferior solution. They won't work. There is no need for government to ban them. LEAVE THE FCC PROPOSAL ALONE Both components of the League's petition were not necessary. The bandwidth-restriction part is unnecessary. There are better solutions to this issue than those proposed by the detailed-government-regulation-will-save-us advocates. The FCC's proposal to eliminate the symbol-rate restriction is a good one. It allows immediate use of the efficient Pactor IV protocol, and it even permits wider-band experimentation, which might be practicable in regions where interference is not a problem, such as in Alaska during the day on 80-meters. The rest of the world has used Pactor IV for years. The HF radio in Turkey is now silent. TV , Radio licenses have been cancelled and this involved also our colleagues : ham radio amateurs. The number of amateur radio operators in Turkey is not too much, but according to the site TRAC.org it looks like that around 3000 licenses have been revoked. Who’s transmitting outside turkey without licence should be considered a pirate – said Mr Erdogan. The Supreme Council of radio and television of Turkey (RTUK) has cancelled the licenses of over 20 radio and television broadcasters as well ham radio operators. The Telsiz ve Radyo Amatörleri Cemiyeti (TRAC) is the national non-profit organization for amateur radio enthusiasts in turkey. The TRAC was founded in 1962 as the Türkiye Radyo Amatörleri Cemiyeti, adopting its current name in 1980. It’s located in Istanbul, with branches in 44 locations across Turkey. TRAC is the national member society representing Turkey in the IARU. Now, it has been closed down. We look forward to have news from Turkey ham radio league.
