There will be an election in Arizona this winter since there are now two nominations. The next term of office starts in April, 2017, and any other nominations are due at Headquarters by December 9, 2016. At the end of the week, many ARES leaders, among others, were preparing to hold their annual Simulated Emergency Test (SET) during the focal-point weekend of October 1 - 2. If the main SET weekend was not good for local schedules, ARRL Section Leaders and local Emergency Coordinators are invited to hold their SETs on another date sometime throughout the fall season. Also, by the end of the week the Hurricane Watch Net and many others were keeping a close watch on Hurricane Matthew while preparations began for areas that were in the storm’s potential track. It’s now in use for all the 160-meter code practice and bulletin transmissions. He also completed assembly of a portable prototype RaspberryPi WSPR – Weak Signal Propagation Reporting – transmitter. Joe also updated the web code practice files and their archives. Scott worked on slow and fast code practice texts for the upcoming week. He also processed VUCC certificates and endorsements. W1AW will activate Emergency Standby today, October 7, 2016, for Hurricane Matthew. Lab Reported by Ed Hare, W1RFI Product Review Testing Bob Allison completed testing of an 80 through 10 meter CW/SSB transceiver that is very small and very portable. The test data was compiled in the form of a data table. The table—along with plots of phase noise, keying waveform and keying sidebands—was passed along to QST Editor, Mark Wilson, K1RO. Once Mark looks it over, the test data will be forwarded to the manufacturer. Bob then moved on to setting up a software defined receiver that is the size of a pack of playing cards. Volunteers Pete Turbide, W1PT, tested equipment that was donated for this year’s on-line auction. Archivist Mike Marinaro, WN1M, completed a monumental archiving project of paperwork related to past IARU activities. Mike continues to find buried treasure of the ARRL’s rich history. Publicity Mike Gruber worked on a flyer for the Connecticut Broadcasters Association Convention on October 17, 2016. Operating Zack Lau W1VT has confirmed contacts with over 300 National Park Units. He also used LoTW to confirm a 160M QSO with VK3IO in Australia—#91 on 160M. Media and Public Relations Reported by Sean Kutzko, KX9X Sean traveled to the World Maker Faire in New York City on October 1. More than 100,000 attended. Robotics and 3-D printing were the key technologies/activities on display. The local club, the Hall of Science ARC, had a booth for Amateur Radio, which featured an HF PSK station and an area to build Morse code oscillators, courtesy of Rex, W1REX. Traffic to the booth was good. We are already examining how the display can be expanded for next year. The PRC Committee holds its monthly meeting this Thursday. We said goodbye to ARRL Social Media Intern Erin Day last Friday. She has moved on to her last internship before graduating in December. We are working to find another intern. Ed Hare appeared on W5KUB’s Amateur Radio Roundtable last week to discuss the new AT&T AirGig wireless internet distribution system. The Amateur Community became upset when the words “Broadband over Power Lines” were used to describe the delivery method. Ed stated that, based on the information known at this time, there should be no threat of interference on Amateur Radio frequencies. Ed has been quoted in the Milwaukee Sentinel’s story about AirGig over the weekend. Sales and Marketing Reported by Bob Inderbitzen, NQ1R Diane Petrilli reports that September ended with 165,048 members. This represents a loss from August of 591 members; a loss of 477 was forecast. We are 89 members ahead of the year-to-date goal. A membership mailing that was supposed to be sent on September 9 was delayed at the mail house and sent a week late. The on-time renewal rate for September (September expirees who renewed by end of September) is 69.37% vs. 74.79% last September. Yvette completed the annual Statements of Ownership, Management, and Circulation for each of ARRL’s periodicals. The corresponding statements will be published in the December issue of QST and the Nov-Dec issues of QEX and NCJ. Yvette Vinci picked up a substantial purchase order in September, from Alpine List Group, Inc. for a one time catalog mailing. This commercial label request will generate $6,144 in mailing revenue income for ARRL. Jackie Ferreira reports that September product sales were $176,331, falling short of the sales forecast of $191,355. Royalties earned on sales of our Kindle e-books were $5,977 ($67,661 year-to-date, and right on target). Year to date sales are $2,247,296, which is $43,657 ahead of forecast. To All, There is no need, at this time, to generate massive amounts of emails. With the Senate out on hiatus for the election, there is no point to run an email campaign until they return for the lame duck session. We generated over 55,000 emails from the membership. Each Senator received copious amounts of favorable letters to HR-1301. At this point we just need to wait the next few weeks, then mount it again at which time we can add social media and solicit non-members if allowed. 73 de Mike N2YBB

Good Evening ODV, I’d like to bring you up to date on the progress of H.R. 1301. As you know the Bill passed the House and was sent to the Senate at the beginning of the September work period. The Senate adjourned last Thursday, September 29th with no vote taken on the Bill. The Bill was being hotlined (polled) prior to the adjournment, and we had no opposition made known to us. Unfortunately a hold was placed on the Bill by Senate leadership as a result of, from what we understand, disagreements between both parties regarding the filling of future FCC Commissioner positions. Of course, this has nothing to do with our Bill, however, with no movement on any front we have to wait this out until the lame-duck session. There was one item of note. Late last week the House Commerce Committee sent over a package Bill which included a number of telecommunication Bills that were passed unanimously in the House. Included in this package deal is The Amateur Radio Parity Act listed under Title VII of the “Federal Communications Commission Consolidated Reporting Act of 2015” -- S.253. This now opens a second front for us as I understand it, leaving two ways for this Bill to get through the Senate when they return after Election Day. The email campaign has been a resounding success! Over 55,000 emails went out and each Senate office heard from us. The effort was truly a grass-roots effort starting with the ARRL President, followed by the Directors, and then the Section Managers. At this point it makes sense to wait a few weeks and then turn it on once again, from scratch, when we are about to go into session. I hope that the board is aware that the current disqualification effort will likely be publicized something like what is shown in the following example. I hope the board is also aware that this is also very likely to lead to legal action. Neither of these can benefit the Amateur Radio, the ARRL, or members. It is a muscle flexing exercise that, at best, is a poor business decision. I urge the board to let the Southeastern Division members decide who they want to represent them. 73, Dick Norton, N6AA -------------------------------- In an action so bold that it might make a political operative such as Boss Tweed envious, a group of ARRL directors appear to have strengthened their political positions by the simple act of declaring that the campaign rhetoric of one of their political opponents on the board was "materially unethical," and then finding that "it was necessary to disqualify him as a candidate for re-election." This action was taken in spite of the fact that the League's bylaws actually contain no objective criteria for disqualification other than the basic requirements of age, licensing, membership, absence of business conflict and validity of nominating petition. As the populations of ARRL divisions have changed over the last century, the ARRL's members now have widely differing political impact, depending on where they reside. Members of the smallest division have 4.6 times the voting clout of those in the largest. Directors of the larger divisions have recently attempted to even out this inequity by reapportionment. With this "disqualification," directors of the three smallest divisions may have struck a serious blow to the reapportionment effort. Disqualifying reform director Rehman, with no apparent consideration to the glaring conflict of interest, might even be characterized as being more than bold. The director of the second smallest division, initiated the removal effort. A presentation of reform director Rehman's campaign campaign rhetoric was made to the Elections and Ethics Committee, who then effectively declared it to be blasphemous. The E&E Committee is currently made up of three directors who were all appointed to their positions rather than being elected. They include the directors of the smallest and third smallest divisions, solid opponents of reform director Rehman's reapportionment efforts. ARRL members who believe in equitable representation may find this disturbing.

I have several questions concerning the Special Meeting of the Board scheduled for 10-5-2016: 1. Who will be allowed to attend the meeting (ie: listen)? 2. Who will be allowed to speak during the meeting? 3. If a Director is unavailable to attend the meeting, may their Vice Director attend and vote in their place? 4. Will there be discussion on the underlying findings and decisions of the Ethics and Elections Committee or only upon the proposed resolution? a. What, if any, additional material may be considered during this meeting? 5. What are the identity(ies) of all attorney(s) that will be in attendance and specifically who are they representing? a. Will any attorney attending be providing legal counsel to the fifteen Directors that will be voting? I also renew my requests that: 1. For all contacts between E&E and Sarratt, the specifics of those communications must be released to the full Board, not just a broad generalization that "no useful information was obtained.". 2. If E&E contacted Robby Sperr from Gigaparts, the contents of those communications must be released as well. 3. Sarratt's 2010, 2013, and 2016 nominating petitions be provided to the Board (Note: the side containing the signatures of other amateurs is not needed, just the side with his disclosures) 4. Sarratt's annual disclosure forms from 1-1-2010 through 12-31-2013 be provided to the Board And related questions: 1. What is the status of the Southeastern Division Ballots which were required by Bylaw 19 to be mailed on or before October 1: a. Were they prepared for mailing? b. If they were prepared for mailing, have they been mailed? c. If the ballots were not mailed: i. On what date was the decision to not mail the ballots made? ii. Who participated in making that decision? iii. Was an attorney consulted before making the decision? 1. If yes, name the attorney(s) and the date(s) of their opinions 2. Has Greg Sarratt, W4OZK, been declared elected for the term beginning 1/1/2017? a. If yes, what date did that occur on and provide the document(s) indicating the declaration of election? Doug K4AC
