Okay, now I'm bored on the air -- same for a zillion other League members and hams across the world. Fair warning: I'm making a Director's motion in January to create a Centennial QSO Party Anonymous or Points Anonymous service, because lots of people now find themselves staring hopelessly at their now absolutely quiet radios. A huge THANK YOU to everyone -- ODV, staff, volunteers, members, hams -- for an absolute home run on the air this past year. Centennial celebration aside, if there is one thing that I hope everyone who participated in the QSO Party walked away with, it is that they became better and more dedicated radio operators throughout the year. That they used this year-long opportunity to learn more about themselves as an op, learned more about their gear, uncovered station and operating limitations and found ways to resolve them, and rediscovered the magic, fun (God forbid), and camaraderie that is ham radio. One very profound moment today was working a few folks in the QSO Party who I hadn't worked since back in January 1, 2014. Staring at that date in the log, and greeting those hams once again, with literally one year of time padding our last QSO was an in-your-face "this year has absolutely flown by way too fast" epiphany. I hope everyone enjoyed it as much as they could while it lasted. Happy Centennial, and Happy New Year everyone. Among the many novel sources of revenues which bankrupt cities are seeking, imposing fees on not-for-profit organizations (along with University endowments) has been surfaced by the City of Hartford (see below). If you've caught wind of this, know that ARRL is NOT located in the city of Hartford, but is located in Hartford County. I'm meeting with Gary Byron, the republican state legislator for Newington next week. Gary recently toured HQ and has been a very good friend to the League, even inviting us to make a presentation to the Connecticut legislature. I will inquire about Newington's plans. Hartford Currant 10/27/16 Despite floating a plan this year that called for some state intervention in Hartford, Mayor Luke Bronin<http://www.courant.com/topic/politics-government/luke-bronin-PEGPF00120-top…> said Wednesday that a state takeover isn't the answer for Connecticut's distressed capital city. "We're not lacking in political will and we've got an outstanding management team," Bronin told a group of finance directors and town managers in Wallingford. "We're not afraid of doing tough things, we're not afraid of touching third rails, and we're not afraid of managing responsibly and aggressively. That wasn't necessarily the case in cities where there was a takeover in the past." Bronin last winter pushed for legislation - which ultimately failed - that would have given an oversight board control of city union negotiations. The mayor and a state official would have co-chaired the panel. The bill also would have allowed city leaders to levy a surcharge on large commercial properties and impose fees on nonprofits, as well as reduce Hartford's annual contribution to its pension fund. "The bill I proposed ... which I think a lot of people read as a takeover bill, but was actually fundamentally different from the previous takeovers done in Waterbury, Bridgeport, and elsewhere, was much more limited," Bronin said. "It allowed us some authority to do things that I frankly don't want to do. ... But it was not a takeover, it was not an oversight board in the traditional sense, and I don't think a takeover or an oversight board in the traditional sense solves the problem." A state takeover wouldn't help Hartford raise new revenue, which is at the heart of the city's problems, he said. Hartford is facing a $22.6 million shortfall this year and a more than $50 million budget deficit next year. Bronin renewed his call for a legislative fix that would give the city and other financially troubled municipalities more money. When pressed for specifics on what that would look like, Bronin said he wasn't attached to any single solution. "It could be a combination of cuts elsewhere that result in revenue shifted to the city of Hartford and to other distressed municipalities," he said. "It could be an increase in sales tax that's dedicated to municipal governments. There are a lot of different ways that you can get there." "Whether we achieve that in this [legislative] session or not remains to be seen," he said. "But we have to achieve a significant amount in this session because the crisis that we face right now is real and it's urgent." I suggested that he just needs to do things he is capable of-like spending time to talk to people who show up on repeaters-it can be very discouraging to new and potential hams if there is nobody to talk to on all the repeaters. Doing a lot of little things like that may be more important than trying to make that big contribution. Radio Frequency Interference Mike Gruber reviewed the 2017 Handbook chapter on RFI for the upcoming 2018 revision. Mike Gruber revised the p1897 document per the last p1897 Working Group meeting. Sales and Marketing Reported by Bob Inderbitzen, NQ1R Diane Petrilli conducted a handful of targeted emails, including some campaigns promoting membership by license class. She is also preparing materials for a membership mailing in November. While visiting a friend in North Carolina, Diane made a connection with a student and school teacher at the New School Montessori Center in Holly Springs. Diane shared some ARRL resources and a care package with the Upper Elementary students, and they're now working toward their Technician class licenses. Yvette Vinci prepared a report for the recent Executive Committee Meeting with a listing of the elected Life Members since the last EC meeting-209 new Life Members. Yvette prepared a reminder emailing to members with a summary of "What's trending" in November QST, taking advantage of some early analytics she had collected. The notification was sent to 121,009 members on Wednesday, October 19. Yvette and Diane continue to participate with an interdepartmental team to define the criteria for programming a new membership system. Hi all: We had a productive EC meeting last weekend in Chicago. We tried a different approach to the agenda, sort of like a consent agenda, which resulted in us finishing at 3:30, much earlier than in the past. I think it made for a more productive and focused meeting. Dan is working on the minutes and we'll get those out to you in the next few days. FYI, attached is my report to the EC, a brief report with some comments. Tom gave a report on his first six months on the job, including a status report on organizational changes, the strategic plan, and the budget. We face some tough issues with the budget and I'll give Tom and staff a lot of credit for spending an exceptionally amount of time working to resolve the budget matters. The strategic plan is going to require that we take a hard look at our programs and services. Tom is well underway in this effort and brings a fresh look to things quite frankly. The organizational changes are also underway as you know. I realize change is difficult for many, but it's sometimes necessary and I support what Tom is doing. I'm particularly encouraged by the potential revitalization of the Official Observer program, which I mentioned in my report. Chris gave a progress report on meetings with Laura Smith who has given us a number of things to consider as we review our enforcement strategies and plans. It will take significant effort on our part but we have to got to revitalize the OO program if we expect enforcement help from the FCC, especially with the FCC cut backs and Field Office closings which will shift even more of the burden to our field auxiliary. Vice President Mileshosky heads up this effort. I mentioned in my report that we need to refocus attention on the National Broadband Plan. You will recall that a comprehensive study was done back in 2011 but not much has been done with it since. Thanks to Vice President Bellows, Director Blocksome, and General Counsel Imlay for volunteering to take on the task of "dusting off" the plan. They will be our watch dog going forward and we will be carrying it as a standing item on EC meeting agendas in the future so it stays in front of us. One last comment about the EC Meeting. Vice President Widin gave a really good report on long-term plans and ideas for LoTW. The LoTW Committee is doing some awesome work and it's exciting to hear their ideas for future enhancements and improvements to the program. LoTW is in good hands. 73 Rick - K5UR ...

In my July report to the Board, I provided my assessment of the industry and the organization including existential threats and departmental assessments. These have remained fundamentally unchanged. In my assessment, I addressed the subject of personnel changes. Since that time, as we have reported to the Board, we began the process of "right sizing" the organization, eliminating what we believed were positions that could be absorbed within the remaining staff positions to both create efficiencies and begin the necessary process of reducing the overall expenses of the organization. It has now been six months, and the planning process for 2017 is substantially complete. We are prepared to begin the next phase of organizational changes that we believe are necessary to address both the existential and fundamental issues of the organization. These changes were presented to the Executive Committee on Saturday, last. The effective date will be Monday, November 7, 2016. There will be an organization-wide announcement on that same day. * Some of the decisions described below are predicated on my initial impression regarding the replacement of the retired Chief Operating Officer. Given what I have observed, it is my impression that the position was actually a detriment in recent years, interfering with the sound business processes and decision making necessary for organizational growth and change. It also did not allow for the appropriate evaluation of management nor for enabling the necessary development of managers who will be required to lead the company in the future. There are seven members of the current management team who will be eligible for retirement, and are likely to do so, within the next five years, and we must recruit and train people to replace them before that happens. Accordingly, I do not plan on replacing the COO in the near term, instead deferring that decision. However, I do plan on using the eventual replacement as a succession planning tool for the CEO position. * Therefore, to address certain immediate challenges and put the proper individuals in place, we are going to make the following organizational changes effective Monday, December 5th: 1. The Membership function will report directly to the CEO. This is a critical function both for the viability and financial wellbeing of the ARRL. It is our largest revenue source and needs a higher level of attention to achieve one of our main goals of attracting and retaining a larger share of newly licensed Radio Amateur, a group where we are capturing only 14% of the roughly 30,000 new licensees each year. 1. Divide Radiosport and Field Services into two separate functions, both reporting to the CEO. This combined function is our largest member service expense center in the corporation and needs to be more efficient as revenues are declining for several reasons. I have chosen Norm Fusaro, W3IZ, to head up the Radiosport Department and lend his background in large retail management to this task. We also expect Norm to help revitalize our awards and contest programs with an eye towards attracting new, younger participants, as he has done in the QSL bureau. * Dave Patton will continue to be responsible for the Field Services Department which will include the Field volunteers, Emergency Preparedness, Official Observer program and Conventions and Hamfests. 1. Reassign Senior Management responsibilities. With the changes described above, I believe there are other changes necessary to insure proper executive management oversight and review of the operations. It was clear that this was required so as not to over extend the span of control for the CEO and allow me time to focus on the areas, at least in the near term, which are critical to the organization's future. * The functions that will report directly to the CEO include, CFO, Membership, Radiosport, Field Services, Editorial, Media and Public Relations, Development, Education, Washington Office, Regulatory Information, ARRL Lab and the IARU. * The functions that will report directly to the CFO will include Controller's, Information Technology, Sales and Marketing (publication sales), Business Services, VEC and Building. A member has complained to me about The Radio Club of JHS 22 NYC Inc which has been a QST advertiser for a very long time. Their half-page ad is on page 124 of the November issue. The allegations are that there isn't actually a radio club at JHS 22; the founder, WB2JKJ, is said to have been a teacher at that school decades ago. The allegations continue that when asked, WB2JKJ will not divulge where the money is actually going. What vetting has been done, and how recently, to determine if this is currently a legit charity or basically a self-serving scam? (I.E. what percentage of donations go to "administrative expenses" versus to actually helping students?) 2. Do we know if there is actually a radio club at JHS 22 in NYC? If not, the ads are deceptive as everyone I've asked believes there is an actual active radio club at that school that is being supported by the proceeds. 3. Are the ads being discounted? Doug K4AC

Tom gave the keynote speech at the convention banquet. Tom reported that the crowd at Pacificon was impressive. The forum presentations were informative and uniformly high quality, especially FCC Staffer Laura Smith and Apple's Kristen McIntyre. Over breakfast with former Silicon Valley executives David Witkowski (W6DTW) and Professor Bob Iannucci (W6EI) of Carnegie Mellon's CyLab Mobility Research Center, Tom heard the engineers describe how new curriculum in Iannucci's MSEE course strongly encourages grad student to pass the general class test so they are able to operate Carnegie Mellon's mobile RF laboratory. Dave and Bob represent a new wave of Radio Amateurs in California's Silicon Valley, applying ham radio to the study of RF propagation and the management and operation of the lab's fleet of four investment-grade drone aircraft. Dave was accompanied by his 12-year old daughter, Nora K6NKW, an accomplished ham in her own right. Tom and Director Vallio also met with HRO's president, Robert Ferrero and Corporate Purchasing Manager Luke Rohn to thank them for their continued advertising support of ARRL and QST. Development Reported by Lauren Clarke, KB1YDD Lauren met with a potential donor interested in assisting the Collegiate Amateur Radio Initiative get off the ground. This initiative, introduced by Tom Gallagher and Bob Inderbitzen in Boxboro, will bring together College Amateur Radio Clubs to share information, discuss common challenges, and enjoy some camaraderie. A mailing was sent to 400 lapsed Diamond Club Life members encouraging them to re-join. Field Organization/Public Service Team Reported by Steve Ewald WV1X Georgia Section Manager Gene Clark, W4AYK, of Albany, has announced that he will be stepping down as Section Manger at the end of October. Gene has been the SM since October of 2009. David Benoist, AG4ZR, of Senoia, has been appointed by Dave Patton, NN1N, as the Georgia Section Manager starting on November 1. Dave made the appointment after consulting with Division Director Doug Rehman and receiving Gene Cark's recommendation. Benoist is currently the Georgia Section Emergency Coordinator, and his appointment will complete the current term of office that continues through September 30, 2017. In response to the ARRL Section Managers' Workshop, held at ARRL Headquarters earlier this month, several of the fifteen participating Section Managers shared their comments about the Workshop experience. Here are a couple of quotes from two different Section Managers: "Putting something like this together takes a lot of effort on the part of all concerned. What stood out the most for me was the contagious enthusiasm and genuine positive attitude of everyone involved. I was very impressed with the facility. A lot of thought and effort has been invested to make it a welcoming place." "All of us felt that we had developed a bond of fraternity, that we enjoyed making new friends, covered a wide range of vital information, learned a great deal, and are grateful for all the gracious generosity shown us by you and the ARRL. In my professional life as an educator, I have attended and presented well over a hundred conferences, workshops, seminars and clinics, and without reservation, the past weekend is at the top of the list!" New Mexico Section Manager Ed James, KA8JMW, highlighted his visit to Headquarters and the SM Workshop in his October Section Newsletter with photographs and a brief article. He also processed VUCC certificates and endorsements. Joe updated the web code practice files and their archives. He created the 2017 W1AW and West Coast Qualifying Run schedules. Joe processed two (2) Qualifying Run endorsements and one (1) certificates. He processed regular QSL card requests. Joe constructed a high-voltage noise source using a 10 kV transformer and spark plug, vertical test antenna, and readied 200' of coaxial cable that will be used by Lab staff during their noise presentation at the CT Broadcasters Convention, being held at Quinnipiac University in Hamden, CT. He also began working on another RaspberryPi for possible use with another WSPR application. Lab Reported by Ed Hare, W1RFI Product Review Testing Bob Allison tested an SDR receiver that is mostly intended for use as a means for providing a panadapter for transceivers with an IF output. A panadapter provides a visual display of band activity. Bob then started testing of an HF/VHF/UHF transceiver. Publicity Bob Allison, Mike Gruber and Ed Hare attended the Connecticut Broadcaster's Association Convention at Quinnipiac College in Hamden. An exhibit was set up which explained the harmful effects of man-made noise on the AM, FM and television broadcast bands and what they can do about it. The Lab's FlexRadio 5000C was set up with a 26" display to show a major portion of the AM broadcast band. Noise sources were seen on the screen and heard over a speaker. Mike Gruber had man-made noise makers on hand to show the effects of power line noise and noise from lighting devices. This is part of our ongoing effort to focus on smaller, targeted appeals. Diane Petrilli reports that the next large membership campaign will mail Friday, October 21. A handful of emails promoting membership were prepared for targeted groups by license class. A Halloween-themed emailing was prepared. And, she supported reports for other staff requiring data-pulls and various analytics. Diane Petrilli and Yvette Vinci are participating in ongoing, interdepartmental planning for the new membership and subscriptions system. Bob Inderbitzen and Tom Gallagher attended Pacificon, the ARRL Pacific Division Convention, held October 14-16. Bob organized and staffed ARRL's exhibit. The convention and our booth was supported by Pacific Division Director Bob Vallio W6RGG, Vice Director Jim Tiemstra K6JAT, Northwestern Division Director Jim Pace K7CEX, Dakota Division Vice Director Matt Holden K0BBC, and all of the Pacific Division Section Managers: Brandon Bianchi NI6C, John Bigley N7UR, Jim Latham AF6AQ, Joe Speroni AH0A, Dr. Carol Milazzo KP4MD, Dan Pruitt AE6SX, and Bill Hillendahl KH6GJV. Bob returned with 95 membership applications, including 4 Life Memberships and pledges, and $2,250 in contributions. Among the new members were Amy Louise Herndon and Jeri Ellsworth of San Jose, California - well known individuals in the Maker/DIY community. Both passed their first Amateur Radio license examinations at Pacificon; Amy, her General Class and Jeri, her Extra Class. DXCC Card Checking was supported by Russ Bentson, K6KLY, from the Northern California DX Club (Bob returned with those applications). Throughout the convention, Bob and Tom met with Field Organization volunteers, young hams and students, exhibitors and ARRL advertisers. On Sunday, October 16, 2016, Vice Director Altus and I attended the 100th Anniversary of the Radio Club of Tacoma (RCT was founded October 16, 1916), where I was honored to present a special plaque, from the ARRL, honoring the milestone. The event was very well attended, with people from all over, including California, Oregon, Massachusetts and Canada. The highlight of the event was the unveiling of the original ARRL Charter, signed by Hiram Percy Maxim, 96 years ago. The document had been discovered in a box of papers, having been archived years ago - and now resides proudly at the W7DK Clubhouse, in a UV protected frame, for all to see. One extra surprise for me, was the attendance of Dennis Reanier W7UBA, one of the two Elmers I had in 1957, when I started in Ham Radio. (The other was Ron Wagner, W7PSB who became SK in the 70's) Congratulations to the Radio Club of Tacoma; what a wonderful legacy they have established for the future of Ham Radio in the Northwestern Division. 73, and good Hamming Jim Pace, K7CEX

With respect to your reference to a new platform for digital QST, I have a few questions, as this is the first I have heard of it. As an aside, I was not thrilled with the Nxtbook platform, so I am not sorry to see it go. 1) How transparent will this change be for our members? If navigation and other tools are changing, will there be some explanatory material going out on the Web and / or in the ARRL Letter? 2) Will there be any change to the way we access the digital content in issues released prior to the changeover? 3) Is the new platform compatible with the same devices as was the Nxtbook platform? On a related note, Could management please reconsider the decision made at the inception of Digital QST not to provide linked PDF articles in the Web site’s Periodical Search function going forward? Some members, I included, find it inconvenient to find a desired article and then have to exit the Periodical Search, navigate to the Digital QST archive and then to the issue and page, and end up with an image with fewer viewing options than are available in PDF.
