Two days late and more than a dollar short, to use a butchered version of one of my dad's old lines, please find attached the Report of the Office of the General Counsel to the Board of Directors. Please, especially with this report, keep the entirety of the contents of the report absolutely confidential. This is urgent with all aspects of the report but most especially the segment on enforcement. No portion of this report may be disclosed other than to officers, directors, and staff directly involved with the Board meeting. This memo presents a possible remedy to the present significant inequity in ARRL division sizes. We have one division with approximately five times the membership of the smallest. This memo proposes a realignment of division boundaries that if enacted, will result in balance, such that division populations are all within approximately 10% of the average. *Why?* 1) It is simply unfair that the votes of one member are worth 5 times the vote of another. 2) For a prospective director candidate in the smallest division, a mail campaign might cost $2500. For the largest division, this would run $12,500. This is simply not fair. 3) The 9 smallest divisions have a total population smaller than the largest 6, but command 50% more voting power. This is not equitable. *Overview* This presents a minimal redistricting. In most cases, small changes produce the desired result. No section boundaries are impacted, although it may make sense to change some of them. All divisions are contiguous. There may be a desire to change division names in some cases. *Details* The attached spreadsheet, on page 1, shows the current population breakdown. It is extracted from the latest ODV membership page. The additional column shows the percentage of average population in that division. The percentages range from 32% of average in the Dakota Division to 153% in the Southeastern Division. There are 170,528 members of all kinds. 10,272 are foreign, leaving 160,256 USA members. If these were split evenly, there would be 10,664 in each division. This analysis could have been done using only Full Members, but the result would be essentially the same. *Division by Division Proposed Restructuring* Atlantic Division - move all W2 sections to the Hudson Division. This involves SNJ, NNY, and WNY. Atlantic would go from 131% to 91%. Central Division - no changes. Remains at 106%. Dakota Division - basically combined with Midwest Division. Delta Division - adds AL, OK, and MO. releases TN. Goes from 72% to 108%. Great Lakes Division - Sheds KY to Roanoke. Goes from 121% to 105%. Hudson Division. adds WNY, NNY, and SNJ. Goes from 61% to 100%. Midwest Division - Adds ND, SD, and MN from Dakota, Adds CO from Rocky Mountain. Sheds MO to Delta. Goes from 68% to 106%. New England Division - no changes. Remains at 89%. Northwestern Division - Sheds MT and ID to Rocky Mountain. Goes from 118% to 99%. Pacific Division - Sheds PAC to Southwestern. Goes from 106% to 100%. Rocky Mountain Division - Sheds CO to Midwest. Gains ID and MT from Northwestern. Gains AZ from Southwestern. Goes from 71% to 97%. Southeastern Division - Sheds AL to Delta, and GA to a new division. Goes from 153% to 94%. Southwestern Division - Sheds AZ to Rocky Mountain. Adds PAC from Pacific. Goes from 129% to 94%. West Gulf - Sheds OK to Delta. Goes from 123% to 105%. The biggest changes come in Roanoke and a new division, which is called "Deep South" in the spreadsheet. Again, better names can be devised. Roanoke - sheds NC and SC to the new division. Adds KY from Great Lakes and TN from Delta. Goes from 124% to 110%. Deep South - new division which adds NC and SC from Roanoke. Adds GA from Southeastern. Ends at 101%. *Event Coverage* I hope others are comfortable with having an event covered by an adjacent director when it makes sense. For example, the Yuma Hamfest and Quartzfest Convention are both in the Colorado River portion of Arizona, and are frequented by a considerable number of California hams. I would have no problem covering these should the Rocky Mountain director desire it. *Summary* The last change in ARRL USA division boundaries appears to have taken place in the 1930's. The imbalance has reached an unjustifiable state. I receive no joy giving up the Arizona section, the largest in the Southwestern Division, but certainly need to set an example if others are to be convinced to accept this. A very smart guy recently reminded me that the "art" reference is contained in the FCC's Basis and Purpose regulation, Section 97.1(b) of the FCC Amateur Service rules: § 97.1 Basis and purpose. The rules and regulations in this part are designed to provide an amateur radio service having a fundamental purpose as expressed in the following principles: (a) Recognition and enhancement of the value of the amateur service to the public as a voluntary noncommercial communication service, particularly with respect to providing emergency communications. (b) Continuation and extension of the amateur's proven ability to contribute to the advancement of the radio art. (c) Encouragement and improvement of the amateur service through rules which provide for advancing skills in both the communication and technical phases of the art. (d) Expansion of the existing reservoir within the amateur radio service of trained operators, technicians, and electronics experts. (e) Continuation and extension of the amateur's unique ability to enhance international goodwill. Dale, Looking both at the ARRL web-site and the spreadsheet, I see 5597 total members in the South Texas section. In summary, the West Gulf Division currently has 13,127 total members, or 123% of the average. Dick, You do have thought provoking comments. I have thought about this since your posting. I have always thought “To advance the art, science and enjoyment of Amateur Radio” was short, sweet, to the point and very elegant. A mission statement that describes all that we do would be incredibly long and involved. Perhaps we just need to look to the Five Pillars for that information. Granted, this statement appeals the most internally, that is , to our members. Externally it may not have as much meaning, and may appear self-serving. I do like it, though. What was very thought provoking was your description of art, science and enjoyment. So, I looked back at the definitions. One of the definitions of art is “skill acquired by experience, study, or observation <example: the art of making friends>”. As I look back at my years in amateur radio, I think that statement is unquestionably true. I do not think you can quantitate art. There is an art of CW, art of contesting, art of DXing, art of public service, art of station design, art of working digital modes, and so on. All of these require the elements in the definition above. I believe “art” is meant to be an all-inclusive term within the mission statement. One of the definitions of science is “systematic knowledge of the physical or material world gained through observation and experimentation”. Every time I turn on my HF rig, I am thinking about propagation, a part of our physical world. Although I do not have an in-depth knowlege of meteor scatter, that could be another example of the definition above. So, I do have to disagree with your <1% statement. In regards to involvement with careers rather than amateur radio, our focus is on the time that individuals spend away from their careers. This is non-paid free time, something that most everyone does for enjoyment. It could be for a hobby, volunteering as a reserve police officer, a volunteer firefighter, or a volunteer communicator. Enjoyment is a key factor is these endeavors, as one is certainly not doing it for compensation. So, I believe the ARRL should endeavor to enrich the lives of those who choose Amateur Radio to spend their free time. I think this is the intent of the mission statement. Finally, one of the definitions of enjoyment is as follows: “a feeling of pleasure caused by doing or experiencing something you like”. I think that statement stands on its own. That report is included as two attachments to this memo. During 2015, the Working Group worked diligently to craft a plan the will serve to be a road map to the future of the ARRL. We are confident that the two documents attached will generate challenges, ideas, questions, and solutions to the environment we will be working in during the next five years. The first document attached is the proposed Strategic Plan for the ARRL for 2016-2020. This document includes a commentary regarding our charge, the team members involved in crafting this plan, and acknowledgements and sources used throughout our deliberations. Also included in the document is a recap of the mission, vision, and value statements. Note that we "tweaked" the Value Statements to include additional clarification language in respect to the Excellence and Diversity and Inclusiveness Values. We feel these slight modifications better encompass and explain our Values. The heart of this document are those Strategic Goals supporting the ARRL's Mission, Vision, and Values follow on pages 8 through 14. These Six Goals include the key elements that the Working Group believes will meet the needs of the ARRL and its stakeholders in the next five years and beyond. Of primary importance is meeting the ever-changing and diverse needs of our members - the ARRL's reason for being. Following each goal is a brief discussion of the Goal and a set of Initiatives which further enhance and support the Goal. An initiative which has describable current examples has these examples italicized. We spent many hours discussing, categorizing, and wordsmithing the Goals, explanations, and Initiatives in order that they would be understandable and succinct. It is these elements of the Strategic Plan that the Working Group recommends adoption by the Board during its January 2016 Annual meeting. While not necessarily a part of the Strategic Plan, the Second Document included in this distribution is a Supplementary and Supporting list of tactics that we believe support the Plan. As noted during our deliberations and in status reports to the ODV, the Strategic Goals are the "What we want to do" while Tactics are "What we need to do" to satisfy individual goals. Note that these Tactics have not been prioritized. The Working Group attempted to "tie" each Tactic to Initiatives and hence Goals. This linkage can be seen on the Matrix included as pages 2 through 22 of the supplement. In addition, we attempted to further segregate the Tactics into a Status including Ongoing, Improve, and Proposed activities. Even though an ongoing tactic might be currently in place or operating satisfactory, any task we do can always be advanced based on both internal and external needs. Finally, we attempted to estimate broad funding requirements for each tactic based on our estimate of a Low, Medium, High, or Unknown Cost of implementation. This explanation is noted on Page 2 of the Supplement. The second part of this section is a recap of the Value of ARRL Membership which appeared in October QST. This article helped us ground our analysis and discussion. While our work spanned over 9 months, the real work for all of us now begins. We must review our current situation, begin to prioritize the needs, develop timelines and measurements for individual tactics, and identify tactic leaders and teams. We believe these activities are the responsibility of the Board and Management as the ARRL seeks to implement the Strategic Plan. Please review our recommendations and suggested tactics. We welcome questions and comments resulting from our work. It has been a thoughtful process, many challenges, hard work, and many conversations to present this recommendation to the ARRL Board. The Strategic Planning Working Group is a strong Team and provided many ideas to our process. It has been a delight to work with such a motivated group of people. A data table and a document of observations were passed along to the manufacturer, who will perform the same tests on one of their production units. Historical Collection Bob accepted a donation from Andy Stewart, KB1OIQ. Andy handled the estate of Gus Fallgren, W1OG (SK). The donation consisted of the very first transistorized Amateur Radio transmitter to span the Atlantic, which Gus and two other Raytheon Engineers built in 1956. The transmitter's RF output was only 0.08 Watts! Plenty of documentation was provided to tell its story, including an issue of Radio and Television magazine, in which Gus and his transmitter were featured on the cover. This device fits the criteria of the ARRL Historical Collection since it played a significant role in the development of Amateur Radio. EMC Committee Mike Gruber is working on the EMC Committee Report Operating Just before the end of the year Zack Lau W1VT received his 2000th DXCC Challenge point. Sales and Marketing Reported by Bob Inderbitzen, NQ1R Diane Petrilli reports that December ended with 170,528 members, 2,801 members ahead of the year-to-date goal. This represents a gain from November of 1,471 members; a gain of 606 was forecast. The on-time renewal rate for December is 72.59% vs. 72.63% last December. The yearend membership gain was 4,864 members over 2014. This is an increase of 2.94% for the year (2.13% in 2014, 1.21% in 2013). ARRL membership, having climbed for the 9th consecutive year, stands at its highest total in 19 years. This bodes well as we begin 2016 with the first dues increase in more than a decade. The majority of this year's growth is attributed to effective mail campaigns and emails to specific targeted groups. These efforts have been bolstered by activities throughout the organization that have helped grow our email lists. Jackie Ferriera reports that December product sales were $367,022, exceeding the sales forecast of $345,995. Direct sales were $234,049; dealer sales were $132,973. Direct sales are up $34.6k, and dealer sales are up $33k from December 2014. Royalties earned on sales of our Kindle e-books were $6,348 ($6,235 last month). In stark contrast to the sluggish first half of the year, sales exceeded forecast during the second half of the year. Overall, publication sales totaled $3,084,938 in 2015 ($3,362,343 in 2014) -- $149,431 behind the forecast goal of $3,234,369. Not included in these yearend sales figures are royalties earned on sales of our growing list of Kindle e-books; $63,855 in 2015. Joe Carcia began assembling the Azimuth and Elevation rotator sections for the ARISS Go-Kit. He's also been working on the boom, tripod, and counterweight sections in an effort to make the setup an easy one (on the school's end). Scott Gee electronically archived all the past year's bulletin files, and reset the bulletin generation program for 2016. Field Organization/Public Service Team Thanks to the Mailroom staff for mailing the Section Manager Election ballots to members in the Virginia, Pacific and San Diego sections during the last week of 2015 and ahead of schedule. Leona Adams continued to receive and process 2015 section expense reports before turning them over to the Accounting office for check issuance. Karl Martin, W4JVM, of Chelsea, Alabama, has been nominated to run for the next term of office as Alabama Section Manager during this open period of resolicitation that extends until March 4. Because no nomination petitions were received for both Alabama and Alaska by the original nomination deadline of September 4, 2015, nominations are now being resolicited. The next terms of office will start on July 1, 2016, and last for 18 months. Alabama Section Manager David Drummond, W4MD, will continue as the Section Manager for the first half of this 2016 even though his term of office concluded on December 31, 2015. In Alaska, Ray Hollenbeck, KL1IL, of Wasilla, Alaska, was appointed to succeed Jim Larsen, AL7FS, effective on January 1. Ray Hollenbeck's appointment is in effect for the first half of 2016, and he is eligible to submit a petition to run for the next term of office. Dave Patton made the Section Manager appointment in consultation with Northwestern Division Director Jim Pace and the outgoing SM. Jim Larsen, of Anchorage, completed his fourth term as SM at the end of December, and he decided not to run for another term. Chuck Skolaut reports that a short week to finish 2015 was comprised mostly of sending supplies to Official Observers and receiving and following up on interference complaints. The complaints included operation on 7255 kHz on the west coast, interference on 3908 kHz, continuation of interference on 6 meters in Oregon, and unlicensed hunters using 2 meters in Northern Florida. A West Virginia Official Observer was the target of some extreme negative feedback resulting from the sending of an advisory. Our Intruder Watch monitors were alerted regarding a steady carrier heard on 14050 kHz. Greetings. Attached is a copy of a Petition for Rule Making filed electronically at FCC just now via the ECFS, to help effectuate the revised HF Band Plan adopted by the Board last July. Pursuant to Minute 32 of the July Board Meeting, we were charged with preparing and filing a petition for rule making to implement the regulatory portions of the HF band plan revisions from the HF Band Plan Committee report. That report was accepted by the Board in July. The regulatory provisions related principally to extending what operators can do at 3525-3600 kHz into the additional range of 3600-3650 kHz; it relocates the automatic control digital segment at 80 meters; and reduces the Extra only part of the phone band at 75 meters by half. There are some expansions proposed in Novice and Tech privileges as well, but principally this Petition would undo the gross overexpansion of the 75-meter phone band that FCC bungled so badly in 2006 in docket 04-140. Thanks to the Executive Committee for approving the filing of this Petition quickly and thanks especially to Dave Sumner for correcting my conceptual and textual errors in early drafts of this Petition and "fixing it". -- Christopher D.
