ODV Members: This e-mail is being sent to the Section Managers today. It is meant, of course both to "keep them in the loop" and to solicit ideas that they might have as we continue our deliberations. As we continue to update you, please provide us feedback and suggestions. We will soon provide you with our ideas regarding the ARRL Mission Statement, Core Values,and Vision Statement. We plan to do this regularly as we finish our discussions on specific tasks. We are soon changing our meeting format from the Phone Bridge to GoToMeeting as it allows us a nearly instantaneous view and feedback occurring during our discussions. 73 Jim K9JF To ARRL Section Managers Greetings, As you probably know, at the January 2015 Board Meeting, the Board approved a review of the current strategic plan which was approved in 2009. ARRL President Kay Craigie soon after asked me to chair the Strategic Planning Working Group (WG). Members of this Working Group include Dakota Division Director Greg Widin K0GW, Vice Directors Kermit Carlson W9XA, Bonnie Altus AB7ZQ, Art Zygielbaum K0AIZ, COO Harold Kramer WJ1B and Marketing Manager Bob Inderbitzen NQ1R. Each member of our team has past strategic planning experience in our respective professional careers. The WG has been meeting via the phone bridge, discussing the methodologies needed to develop a plan that the Board can review, debate, modify and ultimately approve. This should occur during the January 2016 Board Meeting. To date, we reviewed the ARRL Mission, Core Values, Vision Statement along with an assessment of the ARRL's Strengths, Weaknesses, Opportunities, and Threats (SWOT). Given this background work, we are about to brainstorm strategies. A Strategic Plan looks forward. In the ARRL's revised plan, this means from 5 into the future. A strategy verbalizes what we WANT to do. Tactics describe HOW we satisfy elements of strategies and are much more specific. Definition of these tactics allow for more descriptive actions, timelines and measurement opportunities. Ultimately, our work will be reviewed, modified and approved by the Directors. The WG is now beginning to reach out to our stakeholders to assist us with ideas and programs designed to strengthen the ARRL and Amateur Radio in general. We ask each of you to examine your experience with the ARRL and to brainstorm how the League can position itself for the challenges in the future while maintaining programs and processes that members have come to expect. A web site has been set up to assist ARRL members to communicate to the Working Group (strategicplan(a)arrl.org) Section Managers can either use this forum or send an e-mail directly with input. I will forward these to the other members of our team. Soon, an article will appear on the ARRL Web Site discussing the Working Group and it's task. For those of you attending the Dayton Hamvention next month, I will be attending the Section Manager's meeting and was asked to update the attendees about our progress and receive additional input and ideas. Would someone please provide the A&F Committee's, or anyone else's, plans for the League's assets presently held in the investment portfolio? The ARRL has an investment portfolio of nearly $22M. This is $9.3M more than it had at the end of 2008. The League's Total Net Assets, which are roughly the investment portfolio minus reserves for life and term memberships, are now nearly $15M greater than they were in 2008. If $7M is needed to cover the costs of life memberships, and $3M is permanently restricted, what are the plans for the remaining $12M? 73, Dick Norton, N6AA

Membership acquisition was strong in March, but not enough to overcome membership losses. The largest source of new members in March came from a mailing sent in February. We have 64 members over the year-to-date goal. The on-time renewal rate for March is 73.76% vs. 74.57% last March. Jackie Ferreira reports that March product sales were $192,383, falling short of the sales forecast of $233,386. Direct sales were $97,892; dealer sales were $94,491. Dealer sales are up 10% from 2014. Year to date sales are $599,896; $123,792 below forecast. April promises to be a better month-with the introduction of several new products and publications including the 2015-2016 edition of The ARRL Repeater Directory (over 3,000 units have been pre-ordered) and 2015 ARRL Field Day merchandise. All: I want to update you on activities on my recent visit to Washington DC. After the EC Meeting, the Keelen Group arranged my schedule for House and Senate visits on the "Hill". I arrived at the Keelen Group's office around 9 AM after learning how to navigate on the Metro system learning the ticketing process. Between 9 AM and 9:45 AM, we went over the process and schedule for the day. There were 7 discussions scheduled - 5 with House staff and 2 with Senate staff. All were representatives of Oregon and Washington. The conversations were quite interesting and I believe we (Frank McCarthy and me) conveyed our message. During the morning, I stopped by my local congresswoman's office and was able to schedule an impromptu meeting with Staff in the afternoon. During the discussions with the Legislative Director of Oregon's 1st Legislative District, the Congresswoman Suzanne Bonamici came into the room and greeted us. Her District includes the western suburbs of Portland and west to the coast including Beaverton where her local office is located. Since I worked for Tektronix in Beaverton, we talked about that linkage to help break the ice. It was a fun conversation. In the impromptu discussion with the Legislative Assistance for WA #3, Representative Jamie Herrera Beutler came into the meeting room. I knew that she attended the same high school as my boys and we immediately began to discuss common acquaintances. The discussion then transitioned to HB 1301. In all cases, the Representatives or their staff members we met were asked to review the information packet provided and to co-sponsor the bill (or drop a companion bill in the Senate.) Thank you letters were of course sent to all that we met. I anticipate (hope) we get at least 4 co-sponsors resulting from these discussions! QRX... Then in the evening, I had the opportunity to meet Honorary Vice President Dennis Bodson for dinner. We had a delightful chat and he wanted to express his delight to the Board for electing him as a HVP. I hope to return to DC and continue the discussions. It was really fun! 73 Jim K9JF James E. Please find attached comments filed just now in the above captioned proceeding. These were filed under my signature due to Chris Imlay's representation of Robert Bosch in the same proceeding. Bosch and its counsel have been cooperative with ARRL from the very outset of this proceeding, in the form of a petition for rulemaking filed in 2011. There is a good case for compatibility between short range vehicular radars and Amateur Radio at 77-81 GHz, as demonstrated by the results of an ITU study (attached as a PDF as Exhibit B) in which radio amateurs fully participated and contributed. Simply put, among those who have sought to share Amateur Radio spectrum, Bosch has done it right by approaching us early and accommodating our concerns. (That the leaders of this initiative at Bosch are all German radio amateurs does not hurt.) The same can't be said for the FCC, which, in acting on Bosch's petition, proposed rules well beyond the scope of what was asked for, and indicated it was considering suspending Amateur Radio in the 77-81 GHz band. In doing so, the Commission erroneously asserted a lack of characteristics for amateur systems in this band and a lack of studies on the issue. We have enlightened them. Chris has advised that reply comments will likely be necessary in this proceeding, as a filing is anticipated by a consortium of US automotive interests, with which Bosch has disassociated itself, suggesting at least the relocation, if not outright removal of the 4 mm band from the Amateur Radio Service. We will of course vigorously oppose this. What is not an option for us is opposing vehicular radar in this band at all. The proponents simply have too strong of a compatibility case, and the international momentum in standardizing around this frequency band has been well established for years. While it is necessary to file these comments under my signature, Chris prepared a first draft for my consideration on Monday. I worked on this draft as able while otherwise fully engaged in the WRC-15 Conference Preparatory Meeting in Geneva, and sought some guidance from Dave and Kay on Thursday. Dave and I edited the draft a bit more before sending it to the Executive Committee on Friday. All Directors: Today is just my third day in the office since the Executive Committee meeting on March 21 and I am still drafting the minutes. One of the few formal actions of the EC was to authorize a mail vote of the Board on the following resolution: "Resolved, that the Secretary is instructed to cast an affirmative vote on IARU Proposal No. 253 for the admission of Association Burundaise des Amateurs Radio et Télévision (ABART) to the IARU." Background: Currently there is no IARU member-society for Burundi (9U). Activity from that country up to now generally has been by expatriates, either temporarily in residence or on expeditions. Licensing has been problematic at times. The establishment of an Amateur Radio organization is an encouraging development. The admission to IARU membership of an organization representing a country that has not yet issued licenses to any of its citizens is not unprecedented and can be an important step toward the achievement of that goal. The responsibility for vetting applications for IARU membership generally rests with the regional organization, in this case IARU Region 1. The following is taken from IARU Calendar No. 194 dated February 2, 2015: An application for IARU membership was received by IARU Region 1 from the Association Burundaise des Amateurs Radio et Télévision (ABART). The application has been examined by the Region 1 Executive Committee and has been found to satisfy the requirements of the Constitution and Bylaws of the IARU. Based in Bujumbura, Burundi, ABART was formally organized on 19 March 2014. There are no licensed members of the Society and there are no licensed amateur radio operators in Burundi. The 10 members of ABART including the individuals listed below as President and Secretary of ABART are awaiting the granting of amateur radio licenses by the Burundi communication authorities. Accordingly, in compliance with the Bylaws pertaining to applications for membership the following proposal is presented to member societies for consideration Proposal No. 253 The Executive Committee of IARU Region 1 has forwarded to the Administrative Council an application for membership submitted by the Association Burundaise des Amateurs Radio et Télévision (ABART). Region 1 reports that it has examined the application and has found it to be in order. Region 1 has made a favorable finding with regard to the application. Therefore, in accordance with [IARU] Bylaw 3, it is proposed that the Association Burundaise des Amateurs Radio et Télévision (ABART) be elected to membership. Riley Hollingsworth gave us a head's up that FCC Chairman Wheeler, the alleged mastermind behind the plan to savagely slash by 2/3rds the FCC Field offices and RIF half of the field staff, did in response to pressure from Greg Walden's Subcommittee provide on April 2 a letter and a copy of the recommendations of the FCC contractor. Some broadcast engineer buddies of mine kindly provided a copy of what was sent. This will be public soon enough but not too many people have it yet. Copy attached for your reading frustration.
