Harold, Since the board is able to put qsl cards on their division budgets, how can we do that with these anniversary qsl cards. These designs are truly outstanding! Thanks. The eldest daughter of retired ARRL General Manager John Huntoon, W1RW, advised me earlier today that John died on Sunday at his home in East Hartford. He was 97. An obit will appear on the ARRL website shortly. John joined the ARRL staff in 1939 and except for a leave of absence to serve in the Coast Guard during WW II, remained on staff until his retirement in January 1975. He served as General Manager and QST Editor for 14 years and remained in the position of ARRL Secretary as a volunteer for an additional year, at which time the Board elected him Treasurer - a position in which he served until August 1980. Including time as Section Communications Manager (the forerunner of SM) of Illinois, his service to the League spanned 44 years. 73, Dave Sumner, K1ZZ

Here is an update on the Contest Branch Written by Sean Kutzko Thanks for your help, guys! 73, Harold ------------------------------------------------------------------- As the Board requested, here is an update on the Contest Branch as of February 28, 2014: Current ARRL staffers continue to manage the Contest Branch as a group. While MVP Manager Dave Patton, NN1N is leading the management group, many tasks are designated to a specific person, to ease the load. Communications: Dave Patton, NN1N, is spearheading the effort to process the considerable incoming email to the Contest Branch. Phone duties are being split among Dave Patton, Dan Henderson N1ND and Sean Kutzko KX9X. Response times are generally within 1-2 business days. The phone backlog has been taken care of and is down to simply processing the new calls; the Contest Branch email backlog is about 85%-90 processed and we are staying on top of new emails coming in. Many contesters are emailing Dave, Dan and Sean directly with questions, as the community knows they are the ones answering the email. This is acceptable in the short term, but will need to be addressed long-term. Data Processing: Dan Henderson, N1ND, has taken charge of processing adjudicated contest data from the log-checkers and getting it ready for use by the results authors and online presentation of results. All backlogged data has been processed and not a single results article missed its QST deadline. We are now back to the normal schedule of processing incoming contest data. Results Articles: Ward Silver, N0AX, has been the liaison between the results authors and QST, a responsibility he has performed for many years. He has ensured all authors have had the data they need for contest results and has kept authors on task. Again, not a single contest results article missed the QST deadline. We are back to normal as far as contest results publishing goes. Contest Awards: Sean Kutzko, KX9X, is dealing with the backlog of getting late contest awards into the hands of the winners. Since N1TA's resignation on January 23, over 7,000 certificates have been mailed to winners and all outstanding plaques have been shipped. The backlog of contest awards is about 80% completed. At the current pace, we should be easily caught up on contest awards by Dayton. Special recognition should be given to the staff of the ARRL Awards Branch (Sharon Taratula, Sabrina Jackson, Sani Zanovic, Kathy Allison KA1RWY, Kathy Bouchard, Gloria Flores, Effie Mangllara and Dan Wall W1ZFG) for helping process these backlogged certificates and plaques above and beyond their regular duties. Contest plaque sponsorship letters have gone out for all past events except the 2014 DX Contest. Those will be processed once the 2013 DX Contest plaques have been distributed. It would be bad form to request sponsorships before the plaques they sponsored last year have been sent out. Once those are processed, we will be current with plaque sponsorship requests. The Future of the Contest Branch: The job description of the Contest Branch Manager has been updated to more accurately reflect what is required to succeed in this position. It will be posted internally next week and then posted to the website. Even though we have not officially posted the vacancy, we are receiving a few inquiries from active contesters interested in the position. While this interest is encouraging, it must be tempered with the fact that the job requires residence in Connecticut, and not many contesters are willing to move here. Other administrative reforms are being discussed, as well as a long-term vision of how the Contest Branch can be made more efficient through technology. With regard to the recent requests on ODV for information about IT projects, I think would point out that IT oversight is in the charter of the A&F Committee, not the entire Board. The intent of obtaining project information is for the Board to be able to gauge projects' progress, while avoiding micromanagement. With that goal in mind, I propose the following approach to move forward. A&F will request IT management to provide some additional detail to the task list from the 2014 Plan. Specifically, for each project, we wish to see - the current stage of the project (see below); - a rough estimate of the number of hours of IT effort remaining at the time of the report; - a rough estimate of the hours (per week/per month or other appropriate index of effort) currently being devoted to the project from IT; and, - a projected date for completion. It would also be instructive to know if a project is on hold awaiting input from anywhere outside IT. The report should be provided for the April A&F meeting. After A&F review, the document will be published to ODV. For the "current stage" item, an indication of where the project is, in the 4 or 5 stages between Concept and Release, would be adequate. Since we do not have an ongoing report on project stages, initially we will request definitions of the stages along with the projects' ratings. The Board needs to monitor the progress of these important IT projects, at the same time that it provides IT management the freedom to do their jobs without excessive overhead. Barry, First thank you for sending out the priority list of IT projects for this fiscal year. Could you please tell me what the status is of the move from the Seibel CRM system to the new ARRL Information System. I am particularly interested in this as I believe that through the upgrade, the modernization of the membership account system (including the updates to the membership application/renewal AND allowing for automatic credit card/digital renewals of membership) will allow for increased productivity and better management of income derived by a more rapid intake of funds. In addition, it will allow for savings on the cost of renewal mailings both in actual funds as well as administrative costs. In my estimation, a “win-win.” Although the aforementioned item is number 1 on the list of priorities, would it be possible to know what else the IT Department is currently working on and where they stand in those projects? If so, what happens in the event that an incumbent SM whose term ends either 6/30 or 9/30 expends all of the monies prior to the end of their term and a new person takes the office for the remainder of the calendar year (with zero left in the budget)? Greetings. Our good friend Fred Moorefield, now in the spectrum management office at the Pentagon, gave me a head's up a couple of weeks ago about the release of the attached paper, but alert Director Brian Mileshosky spotted this on the DOD web site. I was going to forward this only to the Executive Committee, which has been charged with oversight over the implementation of the National Broadband Plan. However, I think this will be of interest to the entire Board. Our shared allocations with DOD are extensive, as you well know. We have largely, so far, dodged bullets in the implementation of the NBP. But DOD and several non-government radio services have not been so lucky. DOD is under the gun with respect to moving a lot of its operations out of the 1755-1780 MHz band, among other bands, and this paper is somewhat defensive about retaining government allocations between 300 MHz and 4 GHz. It indicates for example that DOD will be more actively involved in regulatory proceedings, including those at FCC. While this paper is non-specific, it is, I think, a bellwether for us, indicating that we need to stay close to DOD (as we have been doing), and to remain vigilant about (1) further proposals to reallocate government spectrum which we share with the Federal government, and (2) target bands for relocation of displaced DOD facilities which may intensify the Federal uses in shared bands.
