If you are going to the banquet at the National Convention, please note the following: We would like to have the Officers, Directors, Vice Directors, and HQ Staff spread out among the tables so members at as many tables as possible have a chance to talk with someone from the Board or the Staff over dinner. To achieve that, the organizers have prepared place cards for us that will be on the banquet tables. To expedite seating, the banquet manager has asked that we Red Badges find and take our seats at 6:10 PM, ahead of the general seating at 6:30 PM. Those of us who are accompanied by family, Significant Others, etc., are welcome to bring them in at 6:10 with us to sit in adjoining seats. Bob Vallio says, "Everyone with whom I have discussed this matter is quite pleased that so many attendees will have an opportunity to share their table with the ARRL folks." Of course this is not obligatory, but in my experience members appreciate it when Board and Staff sit with them at a banquet and don't keep ourselves to ourselves. The FCC has released a Notice of Proposed Rule Making and Order in WT Docket No. 12-283, in response to an Anchorage VEC petition (RM-11629) and our "MotoTRBO" petition (RM-11625) as well as our request for a temporary waiver to permit the use of MotoTRBO TDMA equipment while the rules change is under consideration. Taking the last first, the FCC denied our waiver request (see paragraph 29) on the grounds that the waiver we had requested would not solve the problem and that ARRL had failed to submit an amended waiver request. Reviewing the chain of events that followed the submission of our petition and waiver request back in March 2011, it appears there was a misunderstanding. While an initial discussion by Chris with FCC staff of the defects they perceived in our petition and waiver request had led him to agree to submit amended versions, subsequently he understood that the issues would be dealt with in the FCC drafts and that amended filings would not be necessary. President Craigie, Chris and I have discussed the matter and have agreed that an amended waiver request will be filed immediately, even though the FCC still may not grant it. A number of the other issues contained in the NPRM are likely to be controversial and are matters on which the Board will need to develop positions. There will be much more to say about the NPRM in the coming days and weeks. Dave Sumner, K1ZZ

Sales and Marketing Reported by Bob Inderbitzen, NQ1R Diane Petrilli reports that September ended with 158,808 members-202 fewer members than August (we had a predicted a small gain of 44 for September). 70% of September 2012 expirees paid on time (vs. 72% last September). Membership continues to track ahead of the year-to-date forecast; 1,028 members above goal. The top sources of membership acquisition in September included applications taken by phone (without a known reason for joining) and via the ARRL website. Jackie Ferreira reports that September product sales were $177,297, falling short of the month's sales forecast of $192,550. Direct sales were $106,563; dealer sales were $70,734-both higher than last year. "Happy Birthday" postcards contributed sales of $9.1k this month. New title Antenna Modeling for Beginners, introduced mid-month, contributed $3,788 (117 units). Sales attributed to the Instructor Discount Program contributed $8,000 this month. Here for your information (and not for further distribution) are the candidates' statements in this year's round of division elections (Hudson and Northwestern). They were provided to the candidates in the respective divisions last Friday. These are also posted in the ODV-only section of the website at http://www.arrl.org/candidate-statements. While in these PDFs the URLs for the campaign websites of K7CEX and KL7WM are not "hot," they are on the actual Survey and Ballot Systems (SBS) election website. SBS is handling both the paper and the electronic voting from their offices in Eden Prairie, Minnesota. Paper ballots were mailed today to 4,828 members for whom we do not have current email addresses. Emails will be going to 11,998 members in the two divisions beginning today at 5:00 PM EDT advising them how to cast their votes electronically.
