As usual, the level and quality of publicity work closely correlated with the importance given to promotional actions by the Section Managers for that area. Development Reported by Mary Hobart, K1MMH The Education & Technology Program mail campaign is expected to mail by July 1 to 75,000 ARRL donors and members. Contributions have been received toward a new bench to be placed in the Diamond Terrace in memory of Jake Driver, KC5WXA, SK, son of Mickey, AK5Q and Debbie Driver, KD5EFM. Graphics work has begun on a logo and materials for the Second Century Campaign with Sue Fagan. Paperwork for the proceeds from the estate of Alfred E. Friend Jr. are ready to file. We are awaiting documentation of our position as beneficiary of the estate. Invitation letters are ready to mail to new candidates to serve on the Second Century Campaign Committee. Production/Editorial Reported by Joel Kleinman, N1BKE Khrystyne Keane wrote and distributed the ARRL Letter and produced and voiced ARRL Audio News for June 23, 2011. Lab Reported by Ed Hare, W1RFI Spectrum Protection On a very fast track, Ed Hare and Chris Imlay prepared an 18-page exparte filing for the BPL proceeding, in response to a filing made by the United Telecom Council. Product Review Bob Allison started testing a rather complex, all band transceiver. 2 roofing filters and a 23 cm module had to be installed before testing commenced. RFI The Bob Thacker, K3GT power line noise case in Pittsburgh area remains ongoing. The FCC has yet to make a decision on it. Mike Gruber provided EMC Committee Chairman with five suggestions for discussion concerning rules changes. Mike Gruber looked at hardware used for an ultraviolet light that kills germs in a septic system. It has been causing interference in the Amateur service. I will be looking at ways to fix the problem. QST Retesting of a submitted homebrew 6 meter preamp, operating a various DC voltages was also completed by Bob Allison. QEX Bob Allison also completed a book review of a college level textbook covering comprehensive receiver design and technology. Web Zack Lau added the Propagation forecasts for July 2011. The predicted solar flux is 99. TIS A higher than average amount of emails came in directed to Bob Allison about various technical topics. All were answered in a timely manner. Travel The kit building tools and equipment have returned from Plano. The OSCAR 1 display and related equipment has also returned. Sales and Marketing Reported by Bob Inderbitzen, NQ1R As previously reported, we have been working with Readex Research on a comprehensive marketing survey to help support planning for a digital edition of QST. Online survey invitations emailed on June 22-already returning nearly 900 completed surveys. Printed surveys mailed on June 27. A news announcement <http://www.arrl.org/news/arrl-survey-underway> about the survey was posted on June 24. Questions about the survey can be directed to Bob Inderbitzen. ARRL was represented at the largest Amateur Radio convention in Europe-held in Friedrichshafen, Germany June 24-26. ARRL representatives included Manager of the Membership and Volunteer Programs Department Dave Patton, NN1N, Chief Technology Officer Brennan Price, N4QX and International Affairs Vice President Jay Bellows, K0QB. Brennan posted photos throughout the event to the ARR Facebook <http://www.facebook.com/media/set/?set=a.10150216691497408.324420.20069 212407&l=7f7f2a3149> page. Dave Patton reported that the team returned with 31 one-year and 23 three-year ARRL memberships (including renewals), and 3 QEX subscriptions. There were 317 DXCC applications made...making for a particularly busy time! Broadcast e-mails to ARRL online GUESTS, prospects and lapsed members (domestic and international) have brought in 266 members this month...with another week to go. A large membership campaign sent in mid-May has returned over 400 members. An emailing encouraging license upgrades and promoting ARRL License Manuals has returned nearly 60 orders in the past few days. The warehouse crew fulfilled 811 packages for publication and product orders, 278 membership premiums, and QST mailing supplements. Planning is underway to introduce a phone group (automatic call distribution) to the ARRL Awards team. The new phone programming should help reduce bottlenecks when routing calls from the main line. Similar phone programming has been used by the Sales & Marketing Department and VEC for years-efficiently routing each call to an available staff person. Mid-year expense and revenue reviews have been completed for each of the department's divisions (membership, publication and product sales, marketing, fulfillment, and warehouse). Membership & Volunteer Programs Reported by Dave Patton, NN1N W1AW Field Day at W1AW was a success! 3,347 contacts were made using CW, Phone and RTTY on 80 through 2 meters. The highlight of the event was the tremendous activity on 10 and 6 meters. Sean, KX9X, was "thee guy!" on these two bands! At one point, W1AW was called by a French Polynesian station on 10 meters CW - at night! Joe, NJ1Q, Dan, N1ND, and Sean, KX9X, were here to operate the station. Thanks to Jodi, KA1JPA for operating our GOTA station K1NO. Visiting hams Cody Codianni, KC2LSD, and Pete Gloistein, KC2PJH, were also on hand to help bring up with the QSO count. Joe processed regular QSL card requests and 2 Qualifying Run endorsements. He readied the station for Field Day use. He also updated the web code practice schedule. During Field Day, Joe also regularly updated the ARRL Facebook web page with W1AW activity. He also "tweeted" W1AW FD information on the W1AW Twitter page. Field Organization/Public Service Team Leona Adams reports that Gary Alberstadt, KA3FZO, of Monticello, Florida, has been nominated to run for the Northern Florida Section Manager's position for the next term of office that starts in July 2012. Lowell Bennington, WD4DJW, has been nominated to run for Tennessee Section Manager for the next term starting in January 2012. Also, incumbent Delaware Section Manager Frank Filipkowski, AD3M, has been nominated to run for a new term of office starting in January 2012. North Dakota Section Manager Lynn Nelson, W0ND, and other radio amateurs in the section, too, kept in touch with the ARRL Headquarters as they prepared to provide emergency communications assistance for the flooding in and around Minot. Radio amateurs from Sacramento Valley, Connecticut, Arizona and two from New Hampshire successfully completed their written exams to become Official Observers this past week. Several observer reports were received about Armed Forces Radio programming that was heard on 7118 kHz. A follow-up revealed that the Armed Forces' normal frequency for this programming is 7811 kHz. Chuck Skolaut explained that it's possible that the frequency was keyed in wrong because the signal soon moved back to 7811 kHz. Complaints were received about transmissions heard on 14313, 14310, and 3840 MHz. Also, a Florida radio amateur reported Spanish who were playing music on 15 meters have been heard. Several more reports indicate illegal CB amplifiers have been listed for sale on the internet. Chuck also conducted a tour of headquarters to fill in for one of our volunteer tour guides. DXCC DXCC has completed the months of March and April and are currently processing application submitted at the end of May. The jury in the federal retrial of impeached Illinois Governor Rod Blagoevich found him guilty on 17 of the 20 counts. Below is the count-by-count tally published by the Chicago Tribune at 2:30 PM CDT today. Looks like he will be spending several years in a (white collar) federal jail prison. FYI, the jury consisted of eleven women one man. ODV, We are looking to obtain several volunteer web-site usability experts to review the ARRL Web site for the A&F Committee. I would like to accumulate these suggestions no later than July 9, so that we can review candidates before the A&F meeting. Cliff K0CA, Dave K1ZZ and I will constitute the selection committee. We are interested in people who have experience in this field (especially professional experience), who may or may not have Amateur Radio experience, and who have NO agenda concerning the ARRL web site. Please send suggestions to me (I will forward to Cliff and Dave) or to the three of us if you prefer. It would be helpful to have information about anyone you suggest, with regard to their web experience or human-factors expertise. The following and the attachment are self-explanatory. If you have had a chance to review my memo of last week on the subject of BPL, this is a very quick rebuttal to UTC's filing dated May 4, 2011. Because the Commissioners have a BPL draft from OET on circulation, and because it appeared to us unpleasantly coincidental that the UTC filing (weak though it is) was submitted about a month or so prior to the OET draft order being released to the Commissioners, Ed Hare and I believe that a rebuttal was necessary. This is that rebuttal. Ed Hare authored most of the filing, as you will see, and since it was half argument and half technical showing, I just incorporated it into a letter over my signature. But Ed did his usual spectacular job in short order. No less spectacular was the Executive Committee's response to my short-fuse request for review and approval of the document. Thanks to all of the EC members for a quick revew and approval of this, and especially to President Craigie, EVP Sumner, VP Frahm, and Director Frenaye for helpful edits and typo-fixing. Now let's see what the level of skullduggery is at FCC these days. We will likely know very soon. This is probably the last filing we will make on this, but it remains to be seen whether time will permit Ed Hare and I to make a visit to the Chairman's office and OET about this before an Order is released. In a move last seen in 2008, today the IRS announced a mid-year increase in the reimbursement rate for personal mileage used for business. Effective July 1, 2011 the rate will be 55.5 cents per mile. This is an increase of 4.5 cents per mile over the rate prescribed for the first six months of the year. As is our policy, the ARRL will allow for reimbursement of personal mileage incurred on behalf the organization at $0.555 per mile for all travel after June 30, 2011. Enclosed is the travel expense report spreadsheet updated for the new rate. The mileage rate for providing services for charitable organizations is set by statute, not the IRS, and remains at 14 cents a mile. 73, Barry J. I sent this email this morning directly to Jim in response to his message. Sorry, I forgot to cc the entire ODV list. Here it is. 73, Harold ------------------------------------------------------------------------ -------------------------------------------------- Jim, The digital edition of QST will not require much involvement by MVP or IT. In fact, MVP will have little to no involvement except for their usual editorial responsibilities for QST. The impact will be on the editorial department and, if we start with a replica edition, that will be minimal. I believe that the question was discussed at the A & F Committee Meeting during my presentation. As far as IT work goes, the digital edition will be hosted on the vendor's platform. The vendor will create the digital edition using the same digital files as our printer. IT is not involved in that process. Some minimal IT work will need to be completed to add a page to the Website that refers a signed-in user to the digital edition. Another page, or functional element, may have to be created that offers a monthly notification option for members. Some additional work will be required to connect the digital rights management (DRM) system. I asked Jon Bloom about the amount of work required to connect the DRM system. He provided me this statement that I added to the PowerPoint presentation that was given at the A &F Committee meeting. "The ARRL IT Department has discussed security with the two vendors identified and has concluded that there are user-access solutions from each that will provide adequate security and that can be implemented with moderate effort on the part of ARRL IT." This past year, in my opinion, has been an extremely rocky year for MVP regarding the VUCC, DXCC, clubs and possibly additional programs that have proven to be so difficult to make appropriately functional. MVP's tasks seem to deserve more IT support than we can give to them in the near future. This would seem to be especially true with IT being down in personnel at this moment and at least functionally into the foreseeable few months as new members of the IT staff become fully skilled in ARRL needs.. As of today (Tuesday) there are governor's proclamations from TX, NC, MN, ID, RI, NH, WA, PA, LA, IN, NM, OH and GA with rumors of CA about to come. Copies are on the bulletin board at HQ. There already is the beginnings of the local newspaper announcement blitz showing up on the news alerts. The national wire release is set for Wednesday, 6/22 at 9 a.m. which allows newsrooms to incorporate it into their weekend plans. This year, in addition to the text release we were able to add the logo, QR Code and the 30 second audio PSA - which has been playing on the air heavily already (Even Newsline added it to their weekly release.) We are also having another spurt of people passing the PR-101 media course as FD interests peak. Development Reported by Mary Hobart, K1MMH Revenue for the Diamond Club has reached $139,000 or 50% of the 2011 revenue target. The Spectrum Defense Fund revenues total $146,210 or 42% of the 2011 revenue goal. A second issue of Spectrum Defense Matters is planned for July mailing. The Education & Technology Fund mailing is in the hands of the printer and production house with a target of mailing before the end of June. The goal for the mailing is $60,000. ARRL has received information about the estate of Alfred Friend, Jr. There are four pieces to the estate for which ARRL is the beneficiary. Mr. Friend died without a will and after several months of research, contact has been made with the attorney managing the estate. The value of the estate is estimated at $130,000. The Development staff and CEO Sumner attended a training session with Wealth Engine to learn the ins and outs of the newly produced prospect database for the Second Century Campaign (SCC). Plans are in place for a meeting of the SCC committee on August 11 at ARRL Headquarters. Production/Editorial Reported by Joel Kleinman, N1BKE The August issue of QST, the July/August issue of QEX and the Proceedings of the Central States VHF Society Conference have been released to the printer. Khrystyne Keane wrote and distributed the ARRL Letter and produced and voiced ARRL Audio News for June 16, 2011. Sales and Marketing Reported by Bob Inderbitzen, NQ1R As we previously reported, we have been working with Readex Research on a comprehensive marketing survey to help support planning for a digital edition of QST. Readex has conducted studies for ARRL in the past-including QST subscriber profiles and large national market studies (the last one in 2003). The planning team for this survey project includes Katie Glass, Diane Petrilli, and Bob Inderbitzen. This new survey will be conducted by mail and email, and will include domestic and international surveyed populations from among current members, lapsed members, and FCC licensees (non-members). Over 12,000 individuals will be surveyed. Steve Ford, as QST Editor, is listed as the contact on all survey invitations. Online survey invitations will email on June 22. Printed surveys will mail on June 27. Questions about the survey can be directed to Bob Inderbitzen. Diane Petrilli reports that the semi-annual luncheon to thank ARRL volunteer tour guides and other building volunteers will be held Thursday, June 30. Many of the volunteers are retired from work, and have backgrounds that have made this volunteer core rich with diversity and skill. Each day, the tour guides greet visitors and assist members with information about ARRL programs and benefits. Other volunteers provide clerical assistance, or support departments such as the ARRL Lab and Publications. Our volunteers make us proud and we value their contribution to Amateur Radio and ARRL. A series of broadcast e-mails were sent out to lapsed members, prospects, ARRL online guests, and international hams over the past couple of days. So far, 142 members have responded to the various e-mails-bolstering membership acquisition marketing. An emailing encouraging license upgrades and promoting ARRL License Manuals was sent this week. For each license manual purchased by a member between now and June 30, ARRL will contribute a "Ham Radio License Manual" to a school teacher supported by the ARRL Teachers Institute on Wireless Technology. The warehouse crew fulfilled 864 packages for publication and product orders, 417 membership premiums, and QST mailing supplements. Membership & Volunteer Programs Reported by Dave Patton, NN1N Field Organization/Public Service Team Leona Adams finished preparatory work on the upcoming Section Manager elections in Georgia and Western Washington. The candidate statements and ballots were sent out to the local printer. Steve Ewald received monthly Field Organization reports and compiled the data for the August QST column. Many Section Managers have been reporting their plans (by way of section-wide e-mail and Web page postings) to travel around their respective Sections during Field Day weekend to visit Field Day sites. This past week, Chuck Skolaut returned from a successful Tennessee State Convention in Knoxville. While at the convention, he was able to meet with Delta Division Vice Director David Norris, K5UZ, and Section Manager Glen Clayton, W4BDB, and he participated in the ARRL forum by presenting a talk about the Official Observer program. The monthly Official Observer Summary was prepared and sent to all OOs, OOCs, and Section Managers.
