As has been said previously, Messrs Imlay and Henderson have prepared a
useful and informative document related to a very important topic that
presents multifaceted risk for Amateur Radio and ARRL. If we approach the
topic with an overly conservative approach, it is possible we could
effectively endanger the legitimate position of Amateur Radio as a vehicle
through which our communities are ensured critical emergency communications
support in the future. Should this happen we may also be giving a pull on
the rope that rings the bell that could toll ham radio's death.
Of equal concern, if any rules change we promote proves to be overly
permissive, we may be pulling on this same rope by opening the door to a
takeover of amateur frequencies by commercial interests.
It would seem we would do well to act with care and appropriate speed to
determine what, if anything, we should do regarding 97.113.
