So far there is no sign of a White House nomination of a new FCC Chairman, even though there have been rumors to such. That being the case, Dave, Chris and I believe it is important for us to take up the matter of the FCC's failure to act on the Court of Appeals remand with Acting Chairman Copps who, historically, has been receptive and sensitive to our position and issues. There of course is no guarantee that he will take any action, but his past comments and actions have been geared toward getting things done. Chris is drafting a letter that Dave and I will review and send in an effort to get the ball rolling now that a new administration is in power. 73 Joel W5ZN

23 FEB 2009 - 1316 CST Hello Joel... As a long-time advocate for LoTW, your forwarded ARRL member's commendation for LoTW Manager Kathy Allison, KA1RWY, has made my day. It's taken several years to get LoTW to this point of increasing use and the start of a positive revenue stream. I believe Ms. Allison's continuing good work will accelerate this process. Our ARRL Triple Play Award (TPA) is proving to be an excellent incentive for LoTW use. While monitoring K5D and other DX spots, I'm seeing a lot of TPA state spots. - Dick, W9GIG

My father (W5DQ SK) passed away on Christmas Day 2008 and as a tribute to his many years of chasing DX and enjoying the Amateur Radio hobby, I wanted to get his logs (from 1978 thru 2008) into LOTW, since he never seemed to have gotten around to doing so himself. I sent an email to Mr. Bill Moore at the DXCC Desk asking how I would go about getting my dad's logs online. He, in turn, passed me on to Ms. Allison who turned out to be a shining jewel in the LOTW support staff. Through her constant and timely guidance via email, she 'walked' me through the process painlessly to get my dad's logs online and available to others who he had the pleasure to work over the last 30 years. In the process of doing all this, I ultimately decided to apply for the vanity call of W5DQ as a continuing tribute to my father who taught me much in life and was instrumental in my decision to join the ham fraternity. When I contacted Ms. Allison that I had recieved the new vanity call W5DQ and how I should proceed to go about changing my LOTW information, she was still a pleasure to deal with. She discribed what I needed to do step by step and responded in very quick and timely manner. In this age of impersonal customer service, it is a pleasure to find a person like her and I wanted to take a moment to applaude Ms. Allison for her friendly and sincere approach in helping others in her area of specialty. ARRL has a very valuable personnel asset with Ms. Allison and I wish her continued success with others who need LOTW support. Thank You for your time, Landon E. 20 FEB 2009 - 1541 CST I don't think we need another layer of permits and inspections for the construction, maintenance, and improvement of amateur radio stations. While the imposition of low-voltage wiring permits and inspections is not a big issue now, I agree with my constituent that it could be an issue in the future. I am forwarding them to you as ARRL Central Division Director because they may have some impact on ham radio operators in other areas. Essentially, the IBEW Union has been pushing to require electrical permits and subsequent inspections for low-voltage residential wiring. I suspect the goal of the union is to force small operators and do-it- yourself out of the home automation and home theatre business. However, such a law, if it were to succeed, may prove too broad if crafted improperly, thereby requiring radio amateurs to obtain an electrical permit and a follow-up inspection for a ham radio installation. The proposed law did not succeed in Toledo. However, I have heard that they are pushing for this law in other areas. It seems unpopular, so perhaps it will die a quick death in the crib. The long-time host of the the Pacific Division Convention, PACIFICON, recently opted not to manage this year's event. After much discussion, Andy Oppel suggested that I contact the Emcommwest 09 organization to see if they would be interested in hosting Pacificon 2009 during their event. Thank you, Andy. They were interested, and the transition is moving ahead very smoothly and quickly. Only time will tell, of course, but I am optimistic. What follows is a brief note I sent to my Section Managers, as there were numerous rumors floating around in cyberspace. I thought I'd share a recent event with ODV to ensure everyone who knew past president George Wilson, W4OYI is aware of it. This was the dedication of a shelf of ARRL publications to George's memory. The books were donated to the Daviess County Library in Owensboro, KY. With the K1ZZ's assistance, a set of publications of particular possible interest to the public was sent to the Owensboro club, George's home club. The club arranged with the librarian to accept the books in George's name and to dedicate a shelf to his memory. The dedication was held at 2:30 PM with George's wife, Marian, members of the library management and several club leaders present. The club immediate past-president and I made a few dedicatory comments; Marian and the librarian accepted the donation and made comments in appreciation of it. The club arranged for the local newspaper to carry a story of the dedication. Marian was very definitely pleased by the event and by the fact the League was represented by a director. The day of the dedication was the day for the monthly dinner-meeting of the Owensboro club. NB4K, GLD Division Legislative Action Chair who had accompanied me, and I stayed to attend the pre-meeting dinner. I had the pleasure of being seated next to Marian. We had a very pleasant discussion during dinner. She again expressed her appreciation to the League as well as the club for the recognition for George.
