Greetings. Attached please find my report to the Board, preparatory to the meeting next week. This report, which always (lamentably)?seems?interminably long, is even longer than usual this time.?There are many?items that are languishing at FCC that go back far enough?that newer Board members may not (and the newest Board members will not) recall the origins of them. I have left in?some of the history of some of these items. So, those of you more?familiar with?regulatory matters going back a few years?will please indulge this as an introductory?effort for the newest?Board members.? I?have?updated the status of each?issue, however, so all items discussed?in this?report?are current. The theme of this report, as you will note when you read it, and a good one-line summary of the report, is as follows: "the work on this is done but the FCC Chairman's office is holding it up." Dick, I was wondering if you would be kind enough to supply Barry and I with a copy of the model you used to calculate your ROR's along with the underlying formulas. I'd like to review it. Unfortunately I was unable to obtain all of the visuals from all stations I worked hence not all the stations I had QSOs with are in this video (editor's license I guess) But I did manage to fill up ten minutes with the stuff we all love or at least I know I do! As an ARRL Director I feel a responsibility to understand how well the League's funds are managed. Our investment portfolio contains a good share of our assets, and management of the portfolio plays an important role in our financial well being. There is no metric that rates portfolio performance more important than the annual rate-of-return. In fact, other than the year-end value of the portfolio, it is essentially the only number needed to evaluate the portfolio and its management. As a number of you have observed over the last four years that I've been on the Board, I have requested the annual rate-of-return from our portfolio manager, Treasurer Jim Mc Cobb, W1LU. In each case, he has indicated that it was too difficult to calculate without use of a costly system. Not being comfortable with this explanation, I requested and obtained the dollar amounts of additions to and withdrawals from the investment portfolio for each of the last seven years and the months in which those transfers occurred. With the year-end investment portfolio values provided in the annual reports, I calculated the net annual return, year-by-year from 2001 to 2007. The ARRL yearly rates shown assume daily compounding through the year, and therefore can be directly compared to bank savings rates. The returns are included in the attached spreadsheet, together with passive index comparison numbers. The comparisons include 1) all bonds, 2) all stocks and 3) a simple 50% stock and 50% bond portfolio. The comparisons use two commonly used benchmarks, the Lehman Bond Index and the S&P 500. The purpose of this memo is not to evaluate fund or management performance but to provide the data for those who may wish to do so. Keep in mind that hindsight is often 20/20. Note that year-end 2008 ARRL data is not yet available. I hope that some of you find this information useful in exercising your oversight responsibilities as Directors. 73, Dick Norton, N6AA

Chris, Obviously, you have a much better view of the situation than me, but I have been feeling the same way about the Commissioners having a feeling of impending disaster. The media gave a fair amount of publicity to the visit the day or two before Martin arrived. Nothing like a blitz, though. Incidentally, the meeting was held in a declining area of the city. The Martin trip was just one in a long series of these field trips for Commissioners. The attendance is not surprising, since the publicity attached to his field trip is not too high. The coupon program is actually run by the NTIA rather than the FCC. Apparently only enough funds for 33 million coupons was appropriated. At two coupons per household, that's not a big percentage of households. I'm glad we're not running a call center as the clock runs out.
