While looking through the ARRL Standing Orders, I noticed Standing Order 63, which says: "Insofar as possible, the President and Executive Vice President of the ARRL shall endeavor to maximize the utilization of qualified volunteer services in conduct of League affairs, such volunteers to include the Officers, Board of Directors and members of the ARRL." I cannot say that I've noticed any "maximizing," particularly with respect to members. Is this order still in effect? Is the intent of this that the President and Executive Vice President alone are responsible for implementation, or is it expected that other paid staff are expected to assist with implementation? Has this order been passed along to others on staff? Is there any expectation that the staff include details of their maximizing and/or utilization in their annual reports to the Board? Based upon the current status, when should be expect to have an agreed SOU? What issues need to be resolved before an SOU can be put into place? Upcoming Meetings and Events Administration &Finance Committee July 17 @ 8:30am in Newington, CT Annual Board Meeting July 18-19, 2008 @ 9:00am in Windsor, CT Regulatory Information Reported by Dan Henderson, N1ND The proposed arrangement for resuming coordination of 70cm repeaters around the Cape Cod PAVE PAWS site was forwarded to Air Force Space Command and Air Force Frequency Management officials for consideration. As soon as the arrangement is approved and finalized we will be announcing it. It is our goal to use the procedures as a model for when new coordinations can begin in the vicinity of the Beale site as well. We provided a status statement to the President of NARCC to allow him to address queries from those waiting coordination on 70cm in Northern California. It remains our recommendation that until the existing problems can be resolved that new repeaters not come on the air in the Beale area. A PowerPoint presentation on the functions and responsibilities of the ARRL Regulatory Information Branch was prepared for use in an Atlantic Division Webinar even held Saturday June 14th. The Webinar went well. There were lots of general information-type questions crossing the desk this week. Topics ranged from how to designate a callsign in memoriam to a club, reciprocal operating in numerous countries, traveling on domestic flights with an HT, as well as a series of renewal of license questions. Field Day preparations are in high gear across the country and numerous Field Day queries were handled. At the end of the week a total of 1264 clubs, groups and individuals had registered their site with the Field Day Locator site on the ARRL web. John Bloom has added a link to the locator site to the main ARRL Web Page at www.arrl.org which will remain available until after Field Day. We have received reports from several clubs who have indicated that they received queries about their Field Day operation from people who had used the website. Working with Kathy Allison we have prepared a one-page "LOTW Basic Information" handout which will be distributed to individuals requesting passwords for LOTW accounts and present documentation at the upcoming hamfest in Friedrichshafen, Germany. Media & Public Relations Reported by Allen Pitts, W1AGP The proofs of the annual report are making the rounds for final corrections and decisions if any remaining errors found are worth the expenses of resetting the page. Last week's ARRL Letter and web article on the campaign have resulted in a flurry of requests for the Swiss Army Knife for PIOs and Talk on a Disk. It is heartening to see not only the number of requests, but also WHO is requesting this material. Many educators and community leaders are among the emails. Highlighting state proclamations, the Media Hits for QST has been written - a couple of times - as more state FD proclamations keep coming in as the deadline approached. At this point we have six and more are expected. Development Reported by Mary Hobart, K1MMH The Thank you Campaign to prior Defense donors has started to bring in some significant revenue the past day or so. The total revenue through June 17 is $26,115 from 527 donors. The W1AW Endowment campaign now totals more than $47,000 from 600 donors. Development represented ARRL at HamCom 2008 in Dallas last weekend. The show was crowded and the ARRL presence brought in 96 memberships, including 1 Life Membership. Production/Editorial Reported by Joel Kleinman, N1BKE The July/August issue of NCJ has been released to the printer, as has a new second edition of FCC Rules and Regulations for the ARS. We checked printer's proofs for a new printing of ARRL's VHF Digital Handbook. Production work is wrapping up on the August issue of QST and the July/August issue of QEX. Khrystyne Keane is overseeing the process of creating a digital version of the scrapbook of historic (and rare) photos of W1AW. All the photos in the current book, put together by George Hart, W1NJM, in 1988, will be scanned by the Joseph Merritt Company. Once they are scanned, we will have the photos printed. All text will be redone, keeping to the original as much as possible. This scrapbook will be one of the first items completed as we prepare for ARRL's centennial year. Khrystyne wrote and distributed The ARRL Letter, Vol. 27, No. 23, for June 13, 2008. It went out to 69,886 subscribers. She also voiced and produced ARRL Audio News for June 13. Sales and Marketing Reported by Bob Inderbitzen, NQ1R Sales for ARRL publications have been brisk this month-already at $141,510, toward a June goal of $207k. An email solicitation sent on Friday afternoon contributed to nearly 400 orders throughout the weekend (Sunday was Father's Day). Sales of the new Extra Class License Manual are quickly approaching the first 1,000 units-over $17k of sales. Packaging, covers and ad copy are in-the-works for ARRL's upcoming General Class CD-ROM course. The product will debut in August QST. Email solicitations were sent to lapsed members-quickly signing 100 members back into the roll. As part of our ongoing efforts to fine-tune circulation and direct mail activities, we've implemented a membership processing change to help improve our service to new members. All first time members will now receive their first issue of QST with their membership card via 1st class mail within 2 weeks of joining. Members coming in before the 15th of the month will receive the current month's issue as their first QST; members coming in on or after the 15th will receive the next month's issue. New members have often asked "when will I get my first issue of QST?" This simplifies the criteria for establishing the "first issue of QST." This more consistent processing 'policy' will reduce errors, confusion, phone calls and customer service inquiries. This policy will also make it easier for field-based membership recruiters. Thanks go to Amy Hurtado and John Proctor for advancing these enhancements. The Warehouse crew fulfilled 1,314 packages for publication and product orders, shipped 411 free book membership premiums, and sent June QST mailing supplements. Membership & Volunteer Programs Reported by Dave Patton, NN1N Contest Branch We've received over 350 logs via email for last weekend's ARRL June VHF QSO Party so far. Conditions were exceptional on 6 meters, and there was even sporadic-E propagation reported on 2 meters, resulting in QSOs from Wisconsin to Texas on 144 MHz. I hope the excellent conditions, coupled with my column in June's QST on participating in the June VHF contest, will translate to more received logs. All 2008 ARRL DX participation pins have been shipped. Sean Kutzko, KX9X will be filling in for Field Day Manager, Dan Henderson N1ND, while he is attending the Amateur Radio Exhibition in Friedrichshafen, Germany June 27-29. Field Day questions can be directed to KX9X. Log-checking reports are available for the 2007 IARU HF Championships. Thanks to Larry, N6TW for putting these together. We have not offered LCRs for IARU for a few years, and they are a welcome addition to the web content of the event. Field Organization/Public Service Team Retiring Northern Florida Section Manager Rudy Hubbard, WA4PUP, was honored by ARRL at a special luncheon on June 13, near Tallahassee. Rudy finishes his present term of office on June 30 after having held the SM position for 18 years. Rick Palm, K1CE, helped organized the event. Southeastern Division Vice Director Sandy Donahue, W4RU, and Honorary Vice President Frank Butler, W4RH, were among those in attendance along with Steve Ewald, WV1X, and incoming Section Manager Paul Eakin, KJ4G. Several members of Rudy's Section Leadership Team and other friends were also there to join the celebration. Leona Adams has been making preparations for this summer's Western New York and Idaho SM elections. She is also receiving feedback (correction, updates, etc.) from Section Managers after sending each one a detailed copy of their Field Organization appointment rosters as shown by the data base at HQ. According to reports, there has been diminished activity by the Chinese Fire Dragon music jammer. It was largely limited to 14.005 MHz. The FCC has filed a complaint report regarding this interference. A monthly monitoring report was received from the IARU Region 1 coordinator this week. Chuck Skolaut notes that one new OO from Kentucky has joined the Field Organization and one radio amateur from Georgia has joined the ranks of our Intruder Watch volunteers. A follow-up by the FCC regarding a "stay off the repeater" request in New Jersey was completed. ARISS On June 6 an ARISS QSO took place between Kursk State University (Russia) and Cosmonauts Sergei Volkov, RU3DIS, and Oleg Kononenko, RN3DX. Three hundred students took part in the event. The STS-124 crew completed its work on the Japan Aerospace Exploration Agency's Kibo lab, a tour-bus-sized pressurized module (JPM) and the ISS' largest module. The work included three spacewalks to install and outfit the JPM. The radios were turned off this past week, as required by NASA, due to the space walks. Rosalie reports that there will likely be no Field Day voice QSOs. The packet system should be up unless a crew member accidentally turns off the radio.
