Last week, COMTek provided the FCC with less than the FCC had required in responding to the BPL interference complaint filed by Dwight Agnew, AI4II. Upcoming Meetings & Events Administration and Finance Committee April 29 in Newington, CT Development In March the ARRL Diamond Club reached 2014 donors -- a milestone for this young program. The Diamond Club donor renewal response remains at approximately 80%, and a solicitation to lapsed Diamond Club contributors is planned. Two new donors have reached Maxim Society status. Member loyalty certificates and pins have been mailed. Follow up letters to major donors and major prospects are in production. Development is awaiting word on two major contributions in support of the Education & Technology Program's 29006 Teachers Institutes. No word has been received on the CNCS grant reallocation request. Financial and Progress Report are ready for dispatch to CNCS. Media & Public Relations Over 14000 of the Hello Brochures have been requested and sent through the mails in the past 3 weeks. Since just last Friday's announcement, 109 of the video PSA's have been requested and mailed out. More important, the placement of these brochures and videos has been where they will do good - in public showings to non-hams. The New England regional meet of the Radio and Television News Directors' Association was productive with interest in the audio or video shown by several stations. There were also positive comments by the AP staff there and support from Tom Jaworski who will be presenting the campaign for us to many small market radio stations at their own upcoming regional meeting. Production/Editorial Rick Lindquist reports The ARRL Letter, Vol. 25, No. 14, distributed to 67,062 members on April 7. Rick compiled a first draft of "Happenings" for the June QST. He also prepared/edited stories on ARRL's renewed complaint re the Briarcliff Manor BPL operation; the March Executive Committee meeting, two Amateur Radio on the International Space Station school contacts, the arrival of the new two-ham crew aboard the ISS, the new "Hello" campaign video, and Amateur Radio's tornado response to the Apr 2 storms in Tennessee and elsewhere, and several announcements and news briefs. With soundbite assistance from Allen Pitts, Rick voiced, edited and produced ARRL Audio News for Apr 7. He attended the SKYWARN training Apr 7. NOTE: Rick will be on vacation Apr 17-21. Sales and Marketing Our new promotion highlighting the When All Else Fails line is already experiencing very positive returns and rave reviews, particularly about the design and diversity of the products. In fact, WB0W, Inc. topped the list by ordering every item in our line, with an order total of over 400 pieces! We have completed a secondary mail solicitation that will be sent to a targeted group of Dealers accompanied by a free bumper sticker from the collection. Initial returns are promising from our Dealer Special promotion that offered a bonus of the same number of pocketsize Repeater Directories at no charge for orders of ten or more TravelPlus for Repeaters"!. The promotion was generated in an attempt to boost dealer sales of TravelPlus. Advertising calls continue for June QST and the Dayton EXPO PASSPORT. A mail solicitation for advertising in New Ham Express and Getting Started in Amateur Radio has been sent out. As a bonus, advertisers that purchase ad space in the New Ham Express will be offered a reduced rate to advertise in Getting Started in Amateur Radio. We are pleased to see an increase in membership in March, up slightly to 148,456, which is 824 more members than projected. There were 804 new members and 6819 renewals. The majority of new membership continues to be through the ARRL website and the New Ham Companion (avg. 46.52% and 16.67% respectively). Online Courses Another list of Level 3 Emergency Communications Course graduates (108 people) has been compiled for future publication in QST. This last week, 83 mentors were assigned, two new mentors added into the ranks, and welcome emails were sent to 156 students starting classes on April 7. Another 44 students are participating in a hybrid class (classroom instruction and online support). Field & Educational Services Field Organization/Public Service Team Leona Adams received nice comments from two previous Section Managers this week, she says this seems to make it all worthwhile knowing the work you do is really appreciated in the field. Leona sent over 50 appointment supply packages to new appointees. There seems to be an increase in new appointees such as ACC and SEC recently. She also entered over 20 new appointments as well. Chuck Skolaut took part in the Skywarn seminar held at league headquarters this week. Investigative work continues in identifying the source of interference and jamming to a 2 meter repeater in the Midwest. The FCC has asked for assistance from our Official Observers in identifying a jammer on 75 meters. Chuck assisted in answering questions dealing with starting up a new repeater, antenna zoning, maritime mobile, and operating in international waters. Steve Ewald and Rick Lindquist were in touch with ARRL Section Leaders in the Midwest and the Mid South following last weekends tornadoes and severe storms. The article for June QSTs Public Service column has been edited and turned into the Production Department. ARISS PR: Rosalie assisted an ARRL member with writing an item he submitted to his area newspapers about making a QSO with Bill McArthur. The Cleveland Heights HS QSO had coverage by radio station WTAM, NASA Glenn Media Center, Cleveland Heights Sun newspaper and the Glenn Radio Club web site. At Bradley-Bourbonnais (IL) HS, 2300 students, teachers and parents witnessed an ARISS QSO; it was audio- and video-streamed, the latter receiving 900 hits. Also, the local Comcast cable broadcast the QSO live; other coverage included radio stations WKAN, WVLI, WGFA, Kankakee Daily Journal and Chicago Tribune. The students communication class taped a show and posted it on the schools website. Frank Bauer gave an ARISS talk at the Mt Airy Pack Rats 50th anniversary club meeting. How ARISS Affects Students: Astronaut Bill McArthur will have inspired students in 37 schools during Expedition 12 an all time record for a single ISS Expedition! A NASA engineer gave a multimedia talk on working in space to all students plus school board members at Cleveland Heights HS prior to their QSO. A parent sent an email after one schools QSO, to thank us for spurring her son into taking technology courses. Rosalie worked with the Ops Team on what US schools are to be scheduled next. ARISS News Update: Johnson Space Center has asked ARISS if it can handle friends-and-family communications in January while the ISSs phone system will be serviced. Frank Bauer and Rosalie will teleconference with NASA Hq on new educational aspects that ARISS might become involved in. Rosalie worked with Goddard Space Flight Center Explorers to snag a random QSO with McArthur. For ARRL Members: Two ARRL members have signed up as new ARISS volunteers after SuitSat piqued their interest. Several talks will be given at Dayton about SuitSat by ARISS team members. Intl Aspects: Local newspapers ran stories about Briar Hill Primary Schools QSO in Australia; local and national radio stations interviewed the teacher. Octopus School in Holland held a ham radio event for students, which included listening to several of Bill McArthurs school QSOs. Dear fellow Directors, and Vice Directors and Officers: The Grassroots Legislative Action Committee will have an operating display in the ARRL Expo site again this year. Provided Bob Inderbitzen and his crew are able to wave the appropriate magic wands once again, we will promote letter writing by members in support of H. Res. 230 directly from our booth. We also will promote the other legislative objectives (e.g., Amateur Radio Spectrum Protection, CC&R pro-antenna laws) the Board has targeted and recruit members into becoming active in the program. Obviously, we hope this showing of the leadership of ARRL will lead more nonmembers into becoming members. What you do as a private amateur at the HamventionR is clearly your business and what you do as a member of the Board family is between you and President Harrison. Nonetheless, the Grassroots committee will greatly appreciate it if you will make yourself available to assist in our exhibit. It will be most helpful if you will let me know beforehand that you will be available and the times during which you are available to be scheduled. For you who are not yet fully familiar with the Grassroots program, I guarantee a painless introduction to it. Please consider the positive impact your active support of the Grassroots program at this booth will have on ARRL members and non-members alike. We have a new employee down here in the Editorium: Khrystyne Keane, K 1SFA, of Watertown, Connecticut, is our new Assistant Editor. She is occupying the office that used to be John Hennessee's. Her new extension is 236, and her initials are SKK. She'll be working part time until April 24, and then will be here full time. Although she is a new ham,Khrystyne has been married to Michael, K1MK, for 13 years, and thus knows the ins and outs of ham radio. Khrystyne speaks Spanish and lived in La Serena, Chile, for three years in the 1990s, while Michael was at the Cerro Tololo Inter-American Observatory. Since then, between raising her two children, now aged 6 and 8, she has been a Boy Scout camp director, has been involved with a political campaign, has done public relations and marketing, and has been a reporter for a weekly newspaper. She'll be editing and writing QST articles, preparing manuscripts for publication and assisting Rick Lindquist with our news operation. Joel

On February 16 during our first Washington trip, Dave and Chris met with Fred Campbell of Chairman Martin's office. You will recall from my trip report a discussion about WT Docket 04-140 (novice refarming) as follows: "Chris began by noting how long the Part 97 Omnibus rule making, WT Docket No. 04-140, was taking. Campbell was familiar with it - he knew, for example that some of the petitions that had led to it were four years old - and said he would look into getting it moving. We told him there was nothing particularly controversial in it and he said that was also his understanding - it had just fallen victim to the "crisis du jour" atmosphere that tends to drive what gets attention and what doesn't." Since that time, Chris has attempted to contact Mr. Campbell for an update. After his email went unacknowledged, Chris called Mr. Campbell last week and received a voice mail that indicated he would be out of the office through Thursday, April 6. Chris left a message.Chris again attempted to telephone Mr. Campbell today. The receptionist advised he was on another call and Chris was directed to Mr. Campbell's voice mail and left another message. Since Mr. Campbell has not yet acknowledged any of our email or phone calls, this afternoon I have sent the attached letter to him via email, and it will also be hand delivered via courier to the FCC tomorrow and receive a date-time stamp. I can tolerate a number of things. Being ignored is not one of them. 73 Joel W5ZN
