Greetings. This is self-explanatory. We are keeping the pressure on UTC, which sent to FCC on March 16, 2006 a rather strident opposition to our complaint about the content of the BPL database. They hardly fixed the problems, and the database is still, to use an apropos Sumnerism, "garbage-in, garbage-out". This is SEPARATE from our complaint about access restrictions, to which UTC has not yet responded. SQL injection doesn't work exactly the way the author of this article described it. And it's easy to prevent -- all one has to do is avoid taking input data from a web page or other input device and place it directly in an SQL Statement without first parsing it to eliminate certain special characters that make SQL injection possible. Any input from any source (RFID device or otherwise) can be used to attempt to launch an SQL injection attack (which basically amounts to injecting an SQL statement into the one the application normally submits to the database). Work has begun on the next campaign to raise funds for the Education & Technology Program which helps build stations in schools, support the Teachers Institutes and efforts to effect changes in educational standards for science and math education. Using a newsletter format, the campaign will tell the story of a teacher and his school and the impact that the Education & Technology Program has had on its students. A second commitment to support the five Teachers Institutes in 2006 has been received from a generous donor couple. So far $65,000 in donor grants has been received for this segment of ARRL's education program. Plans are being finalized for the 2006 Donor Reception during Hamvention in Dayton. The event will be held at the Meadowbrook Country Club, not far from Hara Arena. Media & Public Relations The Hello campaign launched on March 15th. The initial brochures arrived on March 17 (Friday) and by Monday 4000 were already requested by various groups. Many others requested the initial audio PSA and there are 24 requests already for the video for TV stations even though it is unfinished. The campaign seems to be generating fair interest in how to adapt and apply it in local areas- which is exactly what was hoped for. Meanwhile, positive press has been happening via the AP and USA Today and other places on the BPL front. Production/Editorial The May 2006 issue of QST will be released to the printer March 22. Rick Lindquist reports The ARRL Letter, Vol. 25, No. 11, distributed to 66,514 members on March 17. Rick submitted the Happenings column for May QST; in addition, he prepared/edited articles on DS2 reps visit to HQ; the 2006 Spectrum Defense campaign kickoff; ARES response to March 12 Midwest tornados; Marylands CC&R legislation; signing of Mississippis PRB-1 bill; Hello campaign update; ARISS Lippstadt, Germany, school QSO; the FCC WTB reorganization; the Amateur Amateur and QRP Community Web columns and numerous news briefs and announcements. With voiceover help from Allen Pitts, Rick voiced, edited and produced the ARRL Audio News Web/podcast for March 17. Lab BPL A lot has happened over the past few weeks on the BPL front. DS2 is the BPL chipset manufacturer who makes the technology used by Ambient, Amperion, Corinex, and Mitsubishi. These are companies that have been involved in RFI incidents across the US. DS2 recently announced that it had improved the notching in their products to a level of -40 dB. Ed Hare was very interested in this, and by making use of the contacts he has developed through his standards work, he approached DS2 and offered to work cooperatively. On March 6, Chano Gomez and Eduardo LLuna (EA5ETP) brought some 200 Mb/s DS2 BPL equipment to ARRL HQ. They demonstrated the -40 dB notching in the screen room. A quick test at W1AW showed the BPL signal to be inaudible in the ham bands. While more work needs to be done, this is another example of cautious optimism. ARRL and DS2 have signed a mutual non-disclosure agreement. The next step is for ARRL to assess this notching improvement in a field deployment of 200 Mb/s DS2 technology. BPL Today, HYPERLINK "BLOCKED::http://www.bpltoday.com/" \o "blocked::http://www.bpltoday.com/ http://www.bpltoday.com/" http://www.bpltoday.com, has often taken a strong stance against ARRL and its work on BPL interference. Ed authored an article in rebuttal to a statement made by IBM in one of their articles, indicating that the BPL interference problem had been solved. Although he rebutted that statement, Ed followed up with some positive information about what is needed to address BPL interference and some of the positive steps being taken by ARRL and some electric utilities and BPL manufacturers. It has not yet been scheduled for publication. Ed Hare joined presenters from the Electric Power Research Institute (EPRI) a meeting of the Berkshire Chapter of the IEEE that took place March 11 at the EPRI facility in Lenox, MA. Although this was attended primarily by electric utility employees, Ed reports that the message about the interference problems associated with BPL were well received. Ed also took an opportunity to talk with the local EPRI staff about power-line interference. Ed has also accepted an invitation to give a BPL presentation at the Long Island IEEE Chapter meeting on April 4, at BAE Systems located at 450 Pulaski Road, Greenlawn, NY. Ed attended the ANSI ASC C63 meetings in Piscataway, NJ, followed immediately by the IEEE EMC Society Standards Development Committee meeting at the same location. RFI Mike Gruber worked with FCC Field Office in Tampa to help facilitate FCC enforcement in a power-line noise case. Research Zack Lau measured the effect of temperature on coaxial cables. Under typical conditions, there is no significant effect of temperature on the attenuation or loss of coaxial cable. There is a small change in attenuation if the loss of the cable is very high and the temperature changes extreme. Sales and Marketing The January 2006 mailing of 50,000 targeted to lapsed Technicians and Technicians Plus is on track now. The incentive offer is the Emergency Communications Handbook. We have planned for a minimum of a 1.3% return rate. Development of the April 2006 campaign to 50,000 lapsed General, Advanced and Extra licensees has begun. Based on the excellent return rate of the fall mailing done to this same demographic (5%), we decided to keep the same offer of the free Antenna Book. We project a target post office mail date of April 10 for both mailings. We are happy to report that 66 new ARRL Life Members were elected at the March 11th Executive Committee meeting. Jean Wolfgang was contacted by a father and son, seeking information about the Technician online course. The phone call resulted in two additional course registrations and two new ARRL members! Advertising efforts for the May 2006 issue of QST, May/June NCJ and QEX are in the wrap-up stages. We are waiting to hear from some last minute advertisers but expect a positive outcome. On a good note, the May QST Hamvention® theme tear-out section is full. We are presently working on advertising sales for the ARRL Ham Radio License Manual as well. Our plans originally called for the sale of inside color covers only. However, we have expanded that to include black & white interior advertising as well. We have seen a positive response to an initial inquiry already on this topic. In an attempt to reach new markets for wholesale distribution of our publications, we have contacted the Army and Air Force Exchange Service (AAFES) and the Navy Exchange Service Command (NEXCOM). Among other responsibilities, they handle procurement of a variety of goods and services (including books) for numerous military stores both in the U.S. and abroad. We are awaiting information about procedures and protocols for doing business with this untapped market. The following new items have been added to the ARRL e-store: The ARRL Repeater Directory 2006/2007 (Pocket-Sized edition and NEW Desktop edition), TravelPlus for Repeaters 2006/2007 CD-ROM, 2006 ARRL Field Day pins and T-shirts, and "Hello..." campaign bumper stickers. Field & Educational Services Field Organization/Public Service Team Tornadoes and severe weather raked a large portion of the Great Plains and the Midwest this past week. Actually, The Board addressed this concern in the enabling motion. The 4th and final Term of Reference for the Ad Hoc Committee is: 4. The committee shall provide interim and final reports to the Programs & Services Committee. That interim reports to PSC under that TOR would be forwarded to the Board and any appropriate action that required Board approval prior to the final report could be addressed in that fashion. As Kay has noted the Ad Hoc Committee has not been created to sail off and return in a year. If the Board and Staff had taken an authoritarian or dictatorial stance on this subject, we could make a lot of changes real fast. Then many of the members who are upset now because they think we are going to take too long would be angry because we acted too hastily and without consulting the expertise that exists in the field. Shoved things down people's throats, etc., etc. If it were the intention to do nothing until after the January '07 meeting, then I would agree that it is not justifiable and smacks of fiddling while Rome burns. But in fact we do not mean to let the clock tick while we talk. We know hurricane season is just around the corner and other kinds of major disasters are so unmannerly that they do not have predictable "seasons." Harold Kramer and the staff are working on incorporating lessons-learned from the Headquarters operation end of things, and I am sure Harold will brief the Board about that when he decides the time is right. Regarding the ad hoc committee that I am chairing, when we arrive at a time-sensitive recommendation which Staff is able to implement administratively, I'm sure Staff will act on it. If we arrive at a time-sensitive recommendation which has policy implications, it will be brought to the EC or to the Board in July, as the case may be. The PSC will be in the consultative loop, either way. Recommendations that are not time-sensitive can be held for the final report to you next January. If any Board member thinks it is a bad idea for the League to proceed before January '07 with making changes based on lessons-learned since 9/11 and the last two hurricane seasons, I would appreciate the opportunity to talk with him or her privately on the phone. As the committee chairman, I am sensitive to members' feelings of urgency about the League becoming better prepared for major disasters, but the committee is not going to run wild out of control and fail to respect the procedures that govern our membership organization. 73 - Kay N3KN
