Mark: I was at a hamfest this weekend, the Louisiana State Convention, and the grassroots campaign material question came up. I was not aware that we had sent it to the SM's yet and when questioned, I had to say that I wasn't sure if what the SM was referring to was the special grassroots package or Dave's call to arms info on the Web site. Perhaps the Board got a copy of the final version of the grassroots package info and I just missed it. There were a few days a week or so ago that some ODV mail didn't get through here. In any event, it would be good to distribute a copy of the grassroots info to the Board so we know what was in it. Also, has it been sent to the clubs yet? Have we thought about the SGL reflector? Yep, I can hear Sumner saying now that the SGL's are for state issues (hi), but hey, it won't hurt, after all, it's a "call to arms!" 73, Rick - K5UR

Joel, it was sent to the SM list last Tuesday, April 27, about 1 PM. Because of the number of attachments, Steve set it in three emails -- SM List message numbers 2125, 2126 and 2127. Steve said that he has heard from some SMs with comments and questions, and he's also seen it talked up in communication between SMs and members. Greetings. Attached are comments, as filed with FCC just now electronically, in the above docket proceeding. Jon Siverling drafted these, and his draft was edited by Paul Rinaldo and myself. I made subsequent edits per suggestions of the Executive Committee and from Dave Sumner. We addressed two principal issues, including a proposed six-fold increase in part 15 device power in "rural areas" under certain circumstances and a proposal to limit Cognitive Amateur equipment to transmit in Amateur bands only. These should appear on the ECFS on the FCC web page shortly. This is a popular proceeding and should generate substantial numbers of comments. 73, Chris W3KD
