WTB has been issuing very vague NPRMs lately: they don't typically include appendices of proposed rules, and generally ask about the issue, but don't propose any specific action. I believe each of these petitions is in that category. The expected result is that the Awards Manager program will be governed by the Standard Operating Guide developed by the MSC instead of by the Standing Order. Wow, Paul, before opening your report I was worried because the file size was 4 times larger than Imlay's tome. What a relief it was to discover that much of the size was because of clip art and other graphic embellishments - whew, that was a close call... Anyway, here are two comments: 1) What is the relationship and timing between the draft petition to segment bands by bandwidth and the upcoming petition to implement Article 25, which, as envisioned by the EC, continues the tradition of band segmentation by mode? 2) Where may I find the December draft petition to segment bands by bandwidth? 73, Art W6XD

Nice report, Dick. A couple of comments: 1) Which other platforms were considered besides Winlink 2000? The report would be stregthened by adding a paragraph or table clearly demonstrating why Winlink 2000 is superior to other alternatives. Or, something like, "We searched the solar system and there is no other alternative". 2) Recommendation paragraph, third line, "...the committee judges that..." might be re-worded, ".... the committee recommends that..."
