Here is Tim Ellam's CV. (There is a newer version that gives more visibility to his G4HUA call sign, but I don't have an electronic copy of it at present.) If we can get his nomination ratified (I anticipate that we will, but you never know) he will make an excellent IARU Vice President. Even as late as Monday morning, which in any case was too late by any reasonable standard, some of Wojciech's conditions still hadn't been cleared. Region 1 did the right thing in withdrawing his candidacy, which made it possible for Rod to put Tim's name forward without going contrary to the earlier understanding. To the members of the ARRL Board: At the Board Meeting in July, I reported on the progress being made in assembling a list of candidates for President and Vice President of the International Amateur Radio Union (IARU). As you'll recall, it is the responsibility of the ARRL as the IARU International Secretariat (IS) to put forth the names of the nominees for President and VP. And, the ARRL simply designates who the Secretary of the IARU will be. The Secretary has been Dave Sumner for the last 4 years and has previously held the position of Secretary. As I told the Board, the current President Larry Price has the confidence of the members of the IARU Administrative Council (AC) and the various members of the AC agreed last November at the 2002 AC meeting that no additional candidates needed to be named other than Larry. In other words, they unanimously felt he ought to serve another term as IARU President. It was further agreed among the various regions that since Region 1 had not had a Vice President that it was time for a Vice President to come from Region 1. The VP has been from Region 3 for the last 15 years. Both Region 2 and 3 agreed that if a "suitably qualified" candidate (or candidates) was named from Region 1 that the AC would go along with that person being named by the IARU International Secretariat (ARRL) for the VP spot and that name would be circulated among all the IARU Member Societies for voting. Since the President is from Region 2 it is also a plus to have the VP from one of the other regions so that the officers are truly an "international" lot. Some in Region 1 felt that the Region 1 should have had the VP last time around. Five years ago I asked the then President of Region 1 to stand for election as IARU VP. He agreed and also agreed to not stand for re-election as President of Region 1. I felt it was inappropriate that he hold both positions at the same time. At first he agreed and then reneged. So David Wardlaw VK3ADW was nominated and elected as IARU VP last time. Some in Region 1 were upset by this because they weren't advised of all the facts. I appeared at the 1999 Region 1 Conference in Norway and explained what happened to the satisfaction of those present. Region 1 took a long time to come up with a candidate. In fact, the possible candidates were to have been assembled by July 9, 2003. However, at our Board Meeting in July I reported to the Board that the list of candidates was not quite ready. The RSGB and DARC, the two largest societies in Region 1, jointly requested that Bob Whelan G3PJT be considered by the IS as a potential nominee for the VP spot. They came forward with this potential candidate when it became obvious that Region 1 still didn't have a candidate as of the end of June. Bob is a great guy but his IARU experience is severely limited. If he becomes heavily involved in IARU matters he is certainly a potential candidate in the future. Region 2 also proposed a candidate. Tim Ellam VE6SH is currently a Region 2 EC member and is the Region 2 Director from Area "A" which includes Canada and Bermuda. Region 2 asked that Tim be considered as a potential candidate. Tim has an excellent background for an officer position in IARU. The Region 1 EC finally came up with a candidate, Wojciech Nietyksza SP5FM. Wojciech has been very active over the years in CEPT matters in Region 1 and has been a member of the Region 1 EC and the IARU AC previously. He's also about 70 years old. In the last several years there has been a concerted effort to try to bring younger people into leadership positions within the IARU and the various regions. As a VP candidate, Wojciech would run counter to that approach. Wojciech also has an interesting personality that probably wouldn't mesh well with Larry in looking at a "team approach" to IARU work by the officers. However, Wojciech was the choice of Region 1 for the VP spot and that was of some concern to me. I expressed that concern to Region 1. However, setting aside those concerns I recommended that the IS nominate Wojciech. Dave Sumner joined in that recommendation. One of the concerns was, and still is, concern about Region 1 being under the impression that they had been maneuvered out of the VP spot again. Apparently when Wojciech agreed to stand for election as IARU VP he put a number of conditions on his candidacy. For example, his family had to agree. His society had to be in favor of his candidacy. The members of the AC had to all be in favor of his candidacy. There were additional conditions. Had Dave and I known all these conditions, we most likely would not have even recommended Wojciech as a candidate for the VP spot but these conditions were not made known to us until we were actually at the AC meeting when the nominations were to be presented. As the AC meeting drew closer, it became apparent that Regions 2 and 3 also had some concerns about Wojciech as IARU VP. In my view, that was good news. Ole Garpestad LA2RR is the current President of Region 1 and he was of course present at the AC meeting. After many private discussions over 2 days, Ole indicated that since Wojciech wanted to make sure that all the AC members had to be in favor of his candidacy that Ole would withdraw his name as a potential candidate if Region 2 and 3 weren't fully in favor of his candidacy. Ole finally realized what Region 2 and 3 really felt about the issue and withdrew Wojciech's name as a candidate. So that left us with Bob Whelan and Tim Ellam as potential candidates. As I said, Bob lacks IARU experience and everyone at the AC meeting realized this. They also realized that Tim was the best candidate even though that meant that all three officers of the IARU would come from Region 2. So I guess that's a long story to explain how Tim Ellam finally wound up as the nominee for IARU Vice President.
