Greetings. Well, the attached draft is late, but as they say, it was a helluva week. Please review these draft comments. I would be grateful for any editorial comment, especially as to items that we might have glossed over in the SPTF Report.These are due Monday, January 27, 2003. Normally, of course, the Executive Committee would review draft comments, but this issue is a more wide-ranging policy proceeding, rather than something about which our position is more obvious. Some disclaimers: Mr. Sumner has NOT had a chance to review this draft yet. Nor has Mr. Rinaldo, though I have spoken with Paul at some length about the tenor of the comments. I will be making edits on Monday prior to the deadline. We will also, of course, have a good opportunity to file reply comments by February 28, so we will have another bite at this apple. In talking with Dave Bell, I've learned that they plan to tackle the video revisions next Wednesday evening (Jan 29). However, he cautioned that this is a volunteer effort and subject to change. Revisions include a more comprehensive copyright notice, an ARRL diamond ghosted in the lower right hand corner during a number of scenes in the program, and better video footage in a couple of spots. We're telling people that it will be available again in early February, but I don't think we can be more precise at this point. We will have the CD version as offered on the Web site, and the download will again be available. We are working on details of offering VHS versions in response to requests; details to follow. Dave Bell is sending to HQ 80 more copies of the CD as distributed at the Board meeting. If you have an urgent need, please let me know and we can send you one. We'd prefer to limit distribution as much as possible until the revised version is available. 73, Mark K1RO

Officers, Directors and Vice Directors: I know everyone on the board is very much interested in this project and the committee's work and I will try to keep people up to speed with periodic reports on how the committee work is going. The Ad Hoc R & R Committee now has a dedicated reflector up and running and we're now starting with our work. However, I wanted to call upon the whole board for some help in some particular areas. One of the first things we are going to be doing as getting an assessment on what staff is currently doing and plans to do in recruitment of new hams and recruitment and retention of members of the ARRL. Mark Wilson and staff will be putting together a report for the committee dealing with those subjects. The other part of our initial plan for work is coming up with new and different ideas for discussion which deal with recruiting new hams and recruiting and retaining League members. This part is where your help would be appreciated. If you have an idea, or someone has suggested an idea to you, about how the League might be more effective in this area, please don't hesitate to let the committee know. Send me a message outlining your thoughts or ideas and I will make sure that it gets on the committee list of discussion points and we will discuss it. You don't have to send me a long description, just the basic idea. I'd like you to spend time thinking about ideas rather than trying to develop the details about how they might be implemented, etc. The committee and staff will do that part. Sandy, thanks for forwarding this article. Clues to resolving Amateur Radio's "NTS issue" abound here. NTS is an insular, ad-hoc network that: 1) uses written or typed text and/or spoken word as its input/output to other entities 2) uses a unique message/header format not used by any other network in the universe 3) uses the NTS operators as a "firewall" to implement protocols, make sure the network doesn't collapse, and enforce the relevant Part 97 regulatory restrictions Oh my... is that what the brainchild of our beloved Geo Hart boils down to in geek-speak? OK, playing along for the moment, so what? Well, first there are other clues - IRLP, AX.25, HF Digital, 802.11(b), etc. What if we took a look at the Amateur Radio Service as a network and focused on automated interoperability? What if we devised or adapted a software firewall that would allow e-mail to be routed via amateur radio under certain conditions? What if the energies going into our TTF groups, LOTW development, etc were turned to look at public service message handling as a worthwhile application for their ideas, energies and skills? It's no wonder that a group of Amateur Radio politicians - supported by administrative staff - aren't going to resolve this issue themselves - but they could make it happen... There is no need to "kill" NTS. We just need to morph or replace it with something that's more effective. 23 JAN, 2003 - 1535 CST Hello Jim... I join Frank Fallon in thanking you for pointing out the GPS jamming caused by TV antenna amplifiers. Unless Part 15 devices are kept in their present "low profile" configuration, or perhaps even a lower profile, the licensed, unlicensed, and government users of the RF spectrum are going to get pecked to death by this RFI. 73 - Dick
