That's the title of an article in the "Science Times" section page F2 of the today's New York Times. And they do mention ham radio but no callsigns. One of the men mentioned and pictured in the article is Harrison W. Moore, W2JQS, who is president of one of the local QCWA chapters. "Harry" as he is called by local hams, recounts in the article how he got into the special unit: "One day I came across an article that said the Army was looking for recent college grads with science backgrounds and an amateur radio license for a classified project." I have not looked up the others in the picture or the article but I am sure many of them were or are still hams. Frank....N2FF....

He was generally acknowledged to be an excellent operator. He brought a lot of excitement to the bands as he put numerous rare and some new DXCC countries on the air. Unfortunately, as it turned out, evidence suggested that he was not physically present at some of the places he claimed to have operated from. He later admitted to having not operated from one of them. (One direct result of his operations was that solid proof was for the first time required of DXpeditioners, proof that they were where they claimed to be, and proof that they were properly licensed.) Additionally, some claimed that he had reorganized the Honor Roll by refusing to work certain persons who had not provided financial support. That suit was later withdrawn by Miller (see excerpt from QST, below). He then pretty much dropped out of ham radio, settled in Southern California, where he opened several medical clinics (he was an MD.) He next hit the news when he was arrested in 1980 and charged with arson and conspiracy to commit murder (his wife). He was convicted of the conspiracy charge in April, 1980, and in July 1980 was sentenced to 25 years to life. Since then he has been in prison, in California. And now it appears he has been released, after some 22 years behind bars. What comes next? Will he get back into Amateur Radio and DXing? Interesting times lie ahead. 73. Perhaps I missed something, but I can't find anything in the By Laws dealing with the conduct of Officers, Directors, or Vice Directors. Could the EC perhaps look at the possibility of setting some ethical standards as well as a procedure for enforcing those standards? This whole situation sucks. The Board is in effect being held hostage by one (hopefully only one) individual who is unable to exercise good judgment. 73. Due to the fact that some of our confidential information got out to people outside of the board family, I must restrict any further information about our positions on 5 MHz to the Executive Committee. This is serious. We have people in various positions with the government that are our friends and don't mind keeping us informed. This type of leak could cost careers and certainly damage our ability to posture ourselves in the future. Also, it is just not good to reveal our fall back plans when we are about to go into negations with the NTIA in two weeks. As you should know, Chris and I will be meeting with them as soon as a meeting can be arranged sometime between the 17th and the end of that week. I orally briefed the board during my remarks in our July meeting. Greetings. Some more news. Please keep this confidential. I have good and sufficient information indicating that my last memo on this subject was leaked outside the Board family. THIS IS EXTREMELY DANGEROUS IN THIS PROCEEDING. Today I received a callback from Kathy Medley, the OET engineer who is in charge of our proceeding. To make a very long (and surprisingly candid) call short, here are a few important notes: 1. OET is not viewing the NTIA letter as a show-stopper. 2. They believe that NTIA filed it just because they want an accommodation. 3. Kathy doesn't know what will satisfy them, other than a power limitation, which is likely to be imposed in final rules in the Report and Order. We may have to have SSB restricted to one segment and CW in others (!) 4. The real problem is the ALE protocol, and amateur signals may lock out channels, giving the Feds far too few channels to use in the remainder of the band. 5. Kathy is working on a February R&O release deadline in this docket proceeding, notwithstanding this problem. 6. However, unless there is some accommodation agreed upon between ARRL and NTIA, she is going to have a problem with the 5 MHz allocation. She urged us to meet with NTIA at our earliest convenience (and steered us to Slye in particular) and "work a deal" which she believes can be done, after their meetings (which she readily 'fessed up to). 7. There are no other issues in this proceeding of any concern to her, and nothing that would delay the R&O past the February deadline. That's it. FOR YOUR EYES ONLY. 73, Chris
